Be never uttered a more truth- fill sentiment, or couchod a proposition in langusgo more forcible and convincing. And yet thla la tho very principle upon which a few extreme and lmpratlcable men of tbo Union party bnvo ever acted, end upon which they seem still to act. The consequcuce is, a manifestation of Indif ference on the part of the masses of tho party, as exhibited In some of the elec, tlons in the Northern States and Louisi ana. The public mind in both sections has be come disgusted with the leadership and dictation of extreme men. It contemplates the Issues of the day lu a more catholic spirit, and perceives the folly and wicked ness of fostering tbo animosities of tho past. Tho effort to sectlonaliza parties, and engender feelings of bitterness and hatred over defend issues, will sooner or later be defeated and act at naught by the masaeaof the American People. Extrem ists have attained pra-emlnonce and pow er on both aldea of the line, by appealing to tbopassslona engendered by a bftterand protracted aectlonal war. This la rapidly coming to an end; and Jacobins of all par ties must bo thrown overboard, else the party which continues to recognize them as leaders, must prepare for its own fener- al obsequies. Beyond this commendable determination on the part of tho Northern peoplo to rid themselves of tho leadership of extreme and Impracticable men, we can perceive no foundation whatever for tbo assertion that a popular reaction la taking place at the North. This reaction does not con template, nor will It tolerate tho renewed ascendancy of the Democratic party. It Is not a reaction against Federal suprema cy ; against tho Emancipation Proclama tion, or tbo Abolition Amendment to tho Constitution; nor against the legislation of Congress, by which civil and political rights are secured to all men without dis tinction of race. Nor Is It a reaction against the legislative provisions of Con gress through which the Southern States arc to bo admitted to the rights and priv ileges of the Union. Wo can discern no evidences of change on any of these points. There Is no ovidenco of approval of the President's policy; nona of a determina tion to reverse tho leading Principles on which the war was conducted to its final Issue. But, on the contrary, if the vehe ment crudities of certain visionary and vindictive men of the llopubllcan party, are to be fasted upon It as essential parts of Its creed, they may lnvolvo tho neces sity of their own expulsion from tho par ty. And thla la no less true in Georgia and Alabama than it Is In Pennsylvania and Ohio. Whilst therefore, it will not do for Dem ocrats and reactionists to presume too (hr upon what they term a “reaction" at tho North, It will bo equally unwlso for tbo friends of Reconstruction and of the Bo- publlcan party to underrate theso popular demonstrations, or misunderstand their significance. Doll Tradu in Nnw Yoax.-A New York letter, of a recent dotA gives a rather gloomy picture of trade In Oothorn. It ■ays: General trade Is growtng dull again. The tightness In the money market, no doubt, nos a depressing Influence. Of dry goods tho country merchants are buying very sparingly, inducing incroaaed caution on the part of Jobbers, and telling unfa vorably upon the business of the commis sion houses and tho importers. The auc tioneers exhibit attractive catalogues, but, generally speaking, sale# are slow. No largelotsof domestic fabrics could be dis posed of unleu at a considerable conces sion In current prices. Brown sheetings and shirtings havo fallen off Jfal cent per yard. Tho stock la large and tho demand light. There la but a limited stock of prints In sgonts' hands, and prices are well supported. Woollens Tory dull; cotton flannels, ticks and denims do. Importers are rather Inclined to proas sales of foreign flibrlcs, and prices in conacqucnco lure a downward tendency. A few of tlm hardware firms are busy, but tho trade generally Is slow. Tho sea son. however, is not by any means consid ered over, and many orders are expected, especially from tho Houth and Southwest between now and tbo first of Dccembor.— There liu been no ehango In price* worthy of notice. The yellow fever la considered a groat drawback to trade with tho Gulf 8utcft< All aorta of earpettugs are firm, with a fair demand for tho favorite styles. Com mon Ingrains movo off rathor slowly, how ever. Vclvots, tapestries, Brussels and three-ply are generally sold ahead of pro duction. In boots and shoe* tho bulk of trado seems tn be over for the season. Prices Imre a yielding tendency. Wasiiinuio.v, Oct. 5.—The following are among the Albany resolutions: Resolved, That, rcgaidlng the National Debt as n sacred obligation, wo demand ocooomy of administration, honesty In tb# collection and appllcattonof revenue, sim plification of, and equality In taxation, and a currency for the benefit of tho people In stead of corporations, to tho end that tha publlo faith may bo preserved and the bur dens of taxation lessened. Resolved, That we denounce the effort of the Radical party to retain the power It has usurped by establishing negro su premacy In the South by military force, coupled with the disfranchisement of the white population, as an outrago upon Democratic principles, and an attempt to undermine and destroy the Republic; and that we stigmatise the refusal of that party in this State to submit tho question of negro suffrage to tho people as a cow- rrdly evasion of a paramount issue In the pending struggle. Tho Secretary of the Treasury has Issued Instructions regarding bonded tobacco warehouses. Tbo ocllar of such ware house may be used for other purposes, bar- Ing entrauco from tho street and no con nection with tho upper floor. The offlte may bo allowed the owner of tobacco tor exhibition of samples, partitioned from the storehouse. The owner may take sam ples from the goods stored according to the usages of trade, and exhibit them in said office, tho samples being regarded as In tho custody of both owner and store keeper. Retail trado In such samples is prohibited. Information, under date of Liverpool, Sept. 17th, has reached official quarters that threshing shows the wheat crop of tho United Kingdom short In quantity and quality. Estimates place tho yield twenty per cent, below an average. Cable despatches say that Sir Angus B. Paget, tho present Embassador at Flor ence, will probably .succeed Sir Fredrick Bruce here. The Financial Government Agents at Naples have been defrauding the Govern ment at the rate of thirty million franca during the past six yean. London, Oct 4.—Garibaldi hat Issued an address urging his friends to go to Borne. A Garibaldi mooting has been held in Tarn, It la reported that the Papal troops had been beaten at Vaguaria, Kkt Wbst, Oct Be—The Admiralty Court allows twenty-fivo per oent salvage on tho George Cromwell, amounting to about ♦31,000. Ho Is expected to arrive here about the 25th of October. The distilleries around Richmond turn ed out last month 20,000 gallons of whisky, while in July last they only distilled 6,000 gallons.
