Unitkd States Court .—The September session of the United States Court, for the Northern District of Georgia, met yester day forenoon, the Hon. John Ersktne pre siding. Up to the hour of opening Court, District Attorney Fltoh, and United State* • Marshal Dickson, had not arrived. A ftw cases were sounded, and the Court ad journed until 10 a. ii. to-day. Republican Meetina.—Adilreta of Hon. Wm. Windon, Member of Concrete from Minnesota.—It having been announced hy posters throughout the city yesterday that Hon. W. Windon, member of Congress (Vom the State of Minnesota, was in the city, and would address the citizens of At lanta upon the issues of the day at tile City Hull at o’clock last evening, there was a large assembly of the citizens col lected at that hour to hear the address. By the appointed hour the Hall was crowded ‘to overflowing, and all seemed anxious to hear the Republican of the Northwest upon the issues before us. Col. Henry P. Farrow, who presided over tlie meeting, introduced the distinguished gentleman in an appropriate manner, when he addressed the meeting in an able and impressive speech of nearly two hours’ length. We will not attempt to give a report of his speech, but only allude to a few of the leading thoughts presented. lie assured his hearers that the Repub lican masses North bore no ill will or Jintred toward the masses South, and while they had been driven to legislate against the political leaders of the South they were friendly to the masses. He clearly demon strated that by relieilion all legal Govern ments here were destroyed; that by the surrender the Rebel State Government* were destroyed, and that Congress alone had power to establish now Governments ; that President Johnson usurped powers and attempted to organize State Govern ments ; and that the Issues were submitted last year to the highest of aU tribunals— the people; that the people sustained Con gress by an overwhelming majority; that the Thirty-ninth Congress stood about three Republicans to one Democrat, and when Johnson appealed to the people they sustained the Republicans, and elected the Fortieth Congress with an Increased in* jorlty; that Andy Johnson is the worst enemy the South has, and is injuring the South by irritating the Northern people for political purposes; that the people, through Congress, will remove him If he disregards the Reconstruction laws; that the Republican party Is the friend of the people, and had thrust aside tho political leaders and come directly home to tho people. lie Insisted that as 203,000colored troops lmd fought for the Government, and as all the colored people were the friends of the Government, they were entitled to citizen ship. He appealed to them to conduct themselves In a manner which would prove that their friends, thq Republican party, had done right In changing them from pieces of property to citlzons. lie gave the colored people candid and most ex cellent advice. We regret that the lateness of the hour precluded the possibility of our giving a full report of this well-timed and most ad mirably concciyod address. The speaker wa* repeatedly interrupted with rounds of applause, which clearly indicated that he was speaking to Georgians, in whoso bo soms there were responsive sentiments. The speaker was about concluding his spcecli, when Rx-Governor Joseph E. Brown asked “ If tho acceptance of the terms proposed w ould result in Immediate Reconstruction ?” The speaker then candidly and frankly answered the question freely aud fully, stating that although he could not speak for Congress or the Republican party, yet he could give his opinion. He had a very decided opinion on that point, and that was that tlie honor of the party was pledged to receive the States back Into the Union, If they goriAted the terms tendered them, and.the'^j?Rlican party would soon be as utad as the Democratic party now Is, If It were to violate Its honor by refusing to admit a State which accepts the terms of reconstruction. This expreaslita of opin ion was overwhelmingly applauded. The speaker having concluded his ad dress, and the enthusiastic applause which followed having subsided, a vote of thanks was given to the distinguished speaker. It Is truly gratifying to the friends of equal and Impartial justice to see the rapid stride* with which the Republican Party Is advancing In onr btate. Grand Musical Frstival.—On Fri day evening of tlie present weak a grand vocal and instrumental concert will be given under the auspices of the Young Men’s Library Association. The object of this entertainment is to collect funds to aid in purchasing books for the library. Tills enterprise, In the Interest of which the concert will be given. Is one that strongly endorses itself to tho public. The young men have, a laudable undertaking ou hand, and every dollar contributed by tlie people is an aid toward the wtaMjsh- ment of,one of the moat praiseworthy ln- s: itever located In Atlanta. He possesses a floe musical genius, accompanied by a most graceful and skillful execution, and is thoroughly taught in the divine art. We have heard the names of many ladies and gentlemen mentioned In connection with tills concert, which are its surest promisee of success. We have not a doubt but that the entertainment will be a most agreeable one, and that quite a handsome sum w ill be realised from It. We hope tlie young men will And It to be abundantlv remunerative. Those who would so far forget the rules of propriety, to say nothing of the great moral obligation which they arc un der, as to act unbecoming in the house of worship, are object* of pity and commiser ation rather than of our anger and con tempt. Such need the sympathy aDd prayers of all good people. If such per sons do not respect the minister or his con gregation, they should remember that they are in the house of God; that the Church is Ills sanctuary ; and that If they do not feel an interest In ills worship, they should not annoy those of the congregation who do. J.et the man who would thus trespass upon his dearest Interests beware! bo- ware!! OrxNixo lloi-.—The opening hop which came off at Spring Hill Cottage last night, was decidedly a success. The attendance. In point of numbers, was Creditable, aud in appearance altogether respoetable. The occasion was one of decidedly a pleasant character, all seeming to enjoy the festivi ties with a peculiar relish. The gay, the beauty and elite wore present, and the da. sire seemed to be to rival each other la rendering tbe evening ond of special en joyment to Mi In attendance. Prof. Clark, 1 with his silver band, was on hand, and discoursed Choice music, to the dellghtof those who participated In the promenade, the waltz and the Cotillon, and all went “merry as a marriage bell.” At a late hour the pleaaantry of the occasion wts reluc tantly abandoned, and the crowd dispersed for tlielr homes, to dream over the delight ful hours spent at the opening Hop of At lanta Mineral Spring Hill Cottage. Should not be Allowed.—Tho habit of allowing dry goods boxes and other ob structions to remain on our sidewalks should not be tolerated by the cltv author ities. It Is sometimes difficult for men, much less the ladies, to squeeze through; and, particularly when a party of cither ladles or gentlemen meet at these jiolnta, it Is Impossible to pass each other. It Is en tirely too bad, and It Is trusted that those who liavo unthoughtedly left such obstruc tions on the sidewalks, will be more thoughtful In tlie future; and should It he persisted In, tho police- should look after the matter and treat it as an Intolerable nuisance, Personal.—Gen.
