The bill to prescribe the manner of making
and working public roads was token up. The
committee had reported a substitute. The
bill was a very important one, proposing os
it did to make a number of very radical
changes in the road inwe of the stole. The
bill was taken up by sections. The
first section provided that all
public roads should be not less than
twenty nor more than thirty feet wide and
that tue roads should be measured and tbe
distance! and forks marked with proper mile
posts aud finger boards. The management ot
the roads is put in tbe bauds of a “road
court." Tbe muntier of opening roads is
fixed and the plan for assessing damages is
stated.
Tne bill provided that all persons between
tbe ages of sixteen and sixty should be sub
ject to road duty, but that the payment of
three dollars could be made in lieu of such
work. The portion of the bill in reference to
the age ut which a person is liable for duty
provoked a lengthy discussion, pending which
the morning session adjourned.
THE HOUSE.

Mr. Stephens stood pre-eminent among the
great men of Georgia. The child of the state
in a sense that uo other man ever was, it was
eminently fitting that be should be laid to
rest with pomp and ceremony. Childless and
alone, the deep paaalon of his soul was given
to hht native atate. He died with his hand to
the helm and hia heart in the work. And
the old wrinkled /orm wns taken up by tbe
people of bia state and tenderly, lovingly put
under the «od. How could tbe representa
tives quibble overtbe expenseaof hia funeral?
The pomp and splendor of his burial reflected
honor upon the atate. Tnere was not a man
in the house who would have torn from these
walls one band of mourning, or robbed bia
cotlln of a single rosebud.
The lliianco committee had not been carried
away by sentiment in reporting this bill, they
had examined every item and found them
true, lo the honor of the atate, to our own
honor and to the tender memory of our dead
Htatesmau is due a reconsideration and pauajre
of the bill. * ®
Mr. Harris, of Bibb, favored tiie reconsid
eration. When Garfield died the governor
ordered the capital draped and tbe state paid
for it. The governor supposed that the peo
ple of Georgia wanted to pay that mark or re
spect at least to Alexander Stephens.
Mr. Jordon of Hancock—What has become
of that drapery?
Mr. Peek of Rockdale—I would ask the
with it? tn tnm Hftncock what ia wanted

cases a guarantee of their correctness. The
bill was reconsidered, with only one voice
■aylng no. The bill was ordered recommitted.
Mr. De Lacey of Dodge-A bill to establish
branch college at Kastman.
Mr. De Lacey said that the proposed college
would not ask for any appropriation and that
it would be a feeder o the State uuiveralty.
Mr. Maddox, of Chattooga opposed tbe bill
and eaid tbe whole system of branch col-
leges was wrong and that those now in exis
tence ought to be cut loose. The branch col
lege at Dahlonega has three-fourthi of its
students from Lumpkin county. Thatscbool
is really supported at the expense of the
state to educate tbe children of Lumpkin
county.
