more educated negroes than any city in the
ooumry. They have exculicui schools, two
colleges, libraries aud various literary some,
ties. Of these last "'the Cnatanqua” is prob
ably the most advanced, it h.s bi-monthly
meetings, at which some member reads a
paper on a subject announced
beforehand, aud then an hour is
•pent iu ■ general discussion of tho points
presented. The subject at the tut meeting
was, “Wbal state iu the union is, nil things
considered, tbe most inviting home for tne
negro?” A very iuielligent member of the
society related to me tbo ulient points In the
dlMiueion that followed lbs reading of tbe
regular patter for the evening. I confer-, 1
waa much interested at what Its to d me of
the opinions advanced in bis society as wall
as with some ol his own
observations. 'There were present
at the meeting referred to representative ne
groes from all parts of the country, sumo of
them employes o( congrats and the depart
ments, a ntic others Were visitors to Wasiug-
ton. Forty of them expressed their views on
the question under consideration. Of tills
number over thirty declared that they be
lieved tbe negroes to he more prosperous sod
belter off in Georgia then in any state of tbe
union. Fred Douglass led the debate and
avowed this as bis opinion. This conclusion
scents to have been baaed ou sound
reasons and they wero aptly put If
foruiaot reported correctly. Too clii
Georgia, they said, ia congenial lo the health
aud uupoeitiunol lbs no*. Tbe usual meth
ods of detaining a livelihood in that stats are
•ailed to bis tastes sud capacity. The lists
government is liberal lo tne negro. Better
school facilities era afforded him in Georgia
than in any other southern state, lu the
courts his rights are better protected. The
actual condition of tbo negroes there
ud elsewhere was considered si
indorsement oi these views. Tne negroes of
Georgia are notonly potentially, but actually,
prosperous. They gel lair wages and receive
encouragement in the effort to a crue prop
erty. They own more real estate in Georgia,
by over a million dol-aro, than they do in any
other elate. Taeir wealth in Georgia is now
eaiimated at near eight millions. Tne negroes
in that state have been lere affected by such
crexesasthe exodus Idea than thou else
where. They are contested end
much more identified with the
whites thin their brethren in utberstsUs.
All these ideas were advanced in the discus'
alon snd were backed by statistic, and tbe
testimony ot these who had observed tbe con
dition of the negro In the various states.
Strange to say, there waa only one speaker of
the forty who contended that auy northern
stats offered a better home for tbe negro than
he could find in tha south. This sole advo
cate,! waa told, wasqalteoverwhelmsd by tbs
mean ot testimony irum intelligent men of
his own race whicn was arrayed against him.
The average negro in tbe north is a worthies,
citizen. It is a very rare Instaoce when he
displays the lea»t desire to accumulate prop
erty by energy snd economy. Toe Conditions
are not so favorable for doing so aa they are in
tbe s-uth, land being higher end much levs
oa the market. 1 suppose tbe “Chsunqua
society’ came to the right decision.
It is probably true that Ihe
negro problem, si it i, called,
is working under most auspicious influences
in Georgia. 1 oellcre it is also true that the
general sentiment of tbe white people of toe
state is to give them a fair allowing in every
way and tnat every favorable indication of
thslr advancement in morals and Intellect is
