The insurgents are agi'n active through out central and eastern Culm. It i.s un derstood that they will shortly make a bold demonstration as proof that they have not accepted autonomy and to induce the next session of the I lilted States congress to recognize the r rights as belligerents. Throughout the island general dissatis faction exists among the Spanish troops, who oppose the policj' of coaxing the in surgents and according them kind treat ment, which, they b< ii* ve, will faclilt ite the plans of the insurgents. Marshal Blar.- co, it is understood, lacks the to . ess.try troral inlluence over the troops to induce them to carry out his plans forth" kind treatment of the insurgents, and the nat ural cons que-nce of this is a state of confusion.
