Development of the past week tend to the belief that" the L’nitcd
States is on th< v< i of a crisis that, unless handled diplomatic ally, will
lead to war with Spain. Ihe administration seems to favor the demand
of a large indemnity from Spain in the event that the report of the board
of inipiiry imds that the explosion, which destroyed th< battleship M.une,
was cause dby a Spanish sub-marine mine. In case an indemnity is de
manded .mil the Spanish government should retuse to pay it—which is
regarded as probable—the next thing would be a declaration of war and
the .seizure of the island of Cuba.
But, it is all speculation until the board of inquiry makes its report.
In the meantime there is great activitx in military circles, and there is no
telling what a day's developments will bring.
