Wood and Crum Among - Those Who
Lose—This Follows from the
Manner in Which the
House Adjourned
Saturday. ,
Washington, December 5 —By the man
ner of adjourning the house today the ,
extra session of the titty-eighth congress
will expire by constitutional limitation
Monday, when the regular session w.,1
begin. This eliminates the possibility of
a recess between tiie two sessions a.al *
opportunity for the president to review his .
civil and military recess appointments. |
Such appointments as have not b- en con- |
firmed by the senate during the extra
session must be renewed simply in the ,
form of nominations, which, in effect. art
bui recoTnnio!:»iatlon.s and do not become
effective in any ease until confirmed by
the senate. |
In effect, this action will demote Gen- .
oral Leonard Wood from his present tar. |
of major general, to which the senate
has not continued him, to the rank o .
brigadier general, which he held pr.m
August 8 last. It also will " |

Vicksburg. M ss., as receiver of public
moneys, all of whom are serving un e
recess appointments, the effect oe.ng **>

Crum Loses Out, Too.
As Collector Crum’s recess appointment j
has thus liven t* i mina.ted and the situ- .
ation In the senate has been such that ■
hia confirmation is despaired o', the co
leetoi .hip of the port of Charleston will |
remain vacant until the expiration of the j
n- xt nf congress unless the presi- •
dent selects some one else for this place |
and the nomination is confirm**! by the ,
senate.
While no official representation aas .
been made by the senate to the house,
several informal cons, ronees have been
