TAX SITUATION
MEANS TROUBLE
FOR REPUBLICANS

WASHINGTON, D. €., March 18.—
Taxation may not be as intelligible
to the average man as the stories of
extravagant expenditure and incom
petence during the war, whicv have
heaped up a big debt, but the .Re
publican majority in congress is face
to face with the most troublesome
turn of luck that ever hit a political
party in a campaign year. For the
decision of the supreme court of the
United States '•n stock dividends has
not only subtracted from the reve
nue that had been expected, but, un
less remedied by act of congress,
hundreds of millions of dollars will
be lost and the eagerly looked for
i day when Uxes can be reduced will
’ have been postponed.
The ways and means committee
i knows it —Republicans as well as
| Democrats. The long and highly tech-
I nical letter from Secretary Houston,
I of the treasury department, elicited
| by congress, suggests several reme
i dies, none of which is particularly
; palatable to the group of taxpayers
I who would be affected by amend
i ments to the present law. Every sug
gestion, from, a flat tax that would
virtually compel business concerns
to distribute their profits instead of
holding such profits together as "un
distributed” or in the form of “stock
dividends," to the novel idea of a 1
per cent tax on sales of all kinds in
every day business has been made.
Some of the proposals, backed by
business organizations of many kinds,
are nebulous as to their applications.
Some favor a 1 per cent tax on every
article sold, whether by the whole
saler or the retailer or the middle
man. This might mean a 1 per cent
tax all along the line, and it is de
fended on the ground that even if
collected four or five times it would
still be less of a burden on initia
tive than the present excess profits
tax.
Must Recoup Dosses
But congress is compelled to do
something to recoup the loss by the
stock dividend decision. Chairman
Fordney, Republican leader, openlj r
promised action in reply to an in
quiry from Representative Champ
Clark, the Democratic leader. I
asked Representative Cordell Hull,
of Tennessee, who wrote the original
income tax law, to give his view of
the situation. He said: “The Demo
crats foresaw demand for a reduction
of taxes and promptly cut down $2,-
000,000,000 in possible revenue. This
was done over the protest of the Re
publicans in 1918, for they would
i have liked to do it themselves when
' they came in power. The Democrats,
I moreover, reduced the expenditures
from about $15,000,000,000 to $6,000,-
i 000,000, as soon as the war was over.
I “Now the Republicans have actu
i ally cut down the expenditures by
i $1,000,000,000, but, with a $2,000,000,-
| 000 cut in revenue made by the Dem
i ocrats, they are still confronted with
‘ the necessity of cutting down expen
' ditures another $1,000,000,000 before
• there can be any reduction in taxes,
i As a matter of fact, whether it had
been a poltical year or not, the reduc
tion in taxes should have been made
at exactly the time that it was.
Nevertheless, with the increased loss
of revenue which results from the su
preme court’s decision, it puts the
Republicans right up against it.”
Such a view, even though ex-
I pressed by a Democratic .member of
I the ways and means committee, is
i concurred in privately by many Re- j
j publicans, except that they natural -!
i ly argue that the debt created by
' the war is something which might'
I never have accumulated under com
! petent management, all of which
i will be difficult to settle even on
j the political stump. For the fact is
' the country can expect no reduc
tion in taxes for three years unless
some amendments are made to the
present tax law which will bring in
more revenue, and estimates are ap-
I preciably cu*t. They already have
’ been ruthlessly reduced.
i The Democrats, of course, are pre
i paring to go to the country with the
record of President Wilson’s mes
sages urging a repeal of exoess prof
its taxes and a more scientific
arrangement of taxes with the vari
ous recommendations of Secretary
■ McAdoo and Secretary Glass as
’ proof of Democratic activity on the
’ subject. And they will point to the
t inaction of the Republican congress
■ as the responsible cause of the
continued inequities of taxation.
On the other hand, the Republi
cans may surprise their Democratic
friends by tackling the tax ques
tion anyway, figuring that they will
be able to capture the next con
gress on other counts in the Demo
cratic record, and considering, more
over, that a revision of the tax laws
would please business men. Which
ever way they approach the sub
ject, there is trouble in store.
But it begins to look as if con
gress will pass some amendment
which will get at the "stock divi
dend’’ decision. England is having
her troubles with the same phase
of her income tax law and it is esti
mated that billions of dollars have
been lost and will be lost by the in
vasion accomplished in failing to
distribute actual cash on earnings
and putting them in the form of
stock dividends that can be held for
a decade or so until taxation bur
den are eased off and then sold at a
handsome profit.
The solution which many members
of congress seem to be aiming at
is one that would put a tax on a
corporation as a unit if it failed
to distribute its profits. It still
would be optional with the corpora
tion whether it distributed or not
but the business would have to pay
virtually a penalty for that method
of handling its profits. The penalty
might be fifteen per cent one year,
ten per cent the next, five per cent
' the third year and so on with the
result that corporations and other
' businesses which didn’t distribute
l their profits ‘would pay a higher
1 tax for the privilege of withholding
! the distribution than if they actual
-1 ly paid their dividends In cash. The
purpose would be to compel distri
bution of dividends in cash instead
of stock.

From Jail in Ohio

Sheriff W. T. Baker awoke this
, morning to find the county jail
empty. Some time after midnight
the eight prisoners, all held on va
rious charges, sawed and cut their
way to liberty. Searches failed to
,find trace of them.
Georgia Presbyterians
Expected to Contribute
$306,012 Next Sunday
COVINGTON, Ga., March 17. —
Presbyterian churches throughout
Georgia, with the exception of At
lanta, will engage in a movement to
raise $306,012 next Sunday, March
21. The every-member canvass of
the Presbyterian Progressive Pro
gram will be held then.
Work preparatory to the financial
canvass has been going on for many
weeks. Organization of the synod
down to the individual churches has
been completed, and everything is in
readiness.
The entire week of March 21-28
will be devoted to the intensive cam
paign, and church members who are
not approached on the first day will
be seen subsequently and asked to
contribute.
The work in Georgia is under the
direction of the Rev. J. B. Ficklin,
of Covington, synodical manager.
There are six presbyteries in the
state, each in charge of a presby
terial manager. The managers with
their respective presbyteries are
here given: Rev. E. M. Munroe, Jr.,
Athens; Rev. J. E. Hemphill, Atlan
ta; Rev. D. W. Brannon, Augusta;
Rev. R. H. Orr, Cherokee; Rev. J.
E. Wallace, Macon; Rev. G. L. Bitzer,
Savannah.
The Presbyterian financial canvass
comes as the culmination of a move
ment for attaining a number of ob
jectives. One goal is a family altar
in every home. As a result of the
progressive program, family pray
ers have been introduced into thou
sands of southern homes where they
had never been before or where the
custom had been discontinued.
The church has sent out after 50,-
000 new members as a part of the
program, and a series of evangelistic
meetings has been held in many
presbyteries. The goal for the Sun
day schools is 40,1’00 new pupils.
Other objectives are missionary
education, Christian education, a
church paper in every home, minis
terial support and the every-member
canvass.

On October 8, 1918, Sergeant Alvin York and seven privates, advancing on a German position
I in the Argonne, faced an entire machine gun battalion. Official records show that York
killed 20 Germans with his automatic pistol and rifle, captured 132 prisoners, and put 35
H machine guns out of action. York received the highest American military decoration —
the Congressional Medal of Honor. Upon his return from France, the Tennessee Legislature
commissioned him a Colonel, for life, on the Governor’s staff.

the Penn Mutual Life Insurance
company to have the court determine
to whom three insurance policies on
the life of the late Mr. Emory M.
Nowell. Cincinnati multi-million
aire oil operator, are payable.

petition it was set out definitely
that she was the beneficiary under
a $25,000 policy on Mr. Nowell’s
life.
There is no allegation in the peti
tion filed here today as to Miss

To Be Given Monday on
Fighting 801 l Weevil
An illustrated lecture on methods
of fighting the boll weevil, with
particular emphasis on the calcium
arsenate treatment, will be delivered
Monday at 11 o’clock in the hall
of the house of representatives at
the state capitol. Professor B. R.
Coad, head of the United States lab
oratory at Tallulah, La., will be
the speaker. He is recognized as a
leading authority on boll weevil re
search and his experiments with cal
cium arsenate as a means of pre
venting damage by weevil
- tion have resulted in interesting’ con
clusions.
Professor Coad comes to Atlanta
on the invitation of Governor Dorsey
and the state department of agri
culture. He has been speaking in
the cotton belt for several months,
explaining the calcium arsenate
method and giving demonstrations.
Last year calcium arsenate was
used with success by the state col
lege of agriculture in experiments
conducted in Bulloch county and the
results thus achieved have been giv-
- en publicity with the hope that farm
i ers throughout the state will take
advantage cf the new method this
; year.

Live Stock Industry
In South Encouraged
By Southern Railway
Two departments of the Southern
railway system are now working for
the development of the live stock
Industry in the south. The develop
ment service is encouraging the
growing of live stock by assisting
farmers in improving their herds and
by helping stockmen from other sec
tions to find suitable locations in the
south; the live stock department
gives attention to the working out
of schedules, provision of loading
and feeding facilities, car supply,
and other details which make up a
satisfactory service for handling ani
mals by rail.
Manager J. C. Williams, of the
Southern’s development service, has
named H. C. Bates, G. W. Humphrey,
J. D. Moore and C. C. Prescott as
live stock development agents to
cover the entire Southern territory,
working under the direction of Gen
eral Agricultural Agent Roland Tur
ner, Atlanta, Ga.
At the same time the live stock
department has been reorganized and
will be able to watch every detail of
service even more carefully than in
the past. The following appointments
have been announced by Executive

Bolivian Officer Is
Attacked by Peruvians

indignation has been caused here by
an attack upon Colonel Comes, of the
Bolivian aviation service, by a party
of Peruvians. He was attacked with
