L.OS ANGELES, Cal.—With a rec
ord of only two divorces denied as
compared with 236 decrees granted
during five years on the bench.
Judge T. A. Norton of the San Luis
Obispo superior court has reached
the conclusion that modern mar
riage is a sort of shimmy dance in
a great majority of cases, and that
the climate of southern California
is to blame.
Judge Norton quotes learnedly
from ponderous tomes of unimpeach
able authorities to prove his point:
“We’d haVe much less divorce if.
we didn't have such excellent cli
mate. In a temperature of 40 de
grees below zero there is no Such'
thing as quarreling. Existence in
a sustained, relatively moderate de
gree of heat results in instability of
character, in which the ruling ten
dency of the individual is to subor
dinate society and social welfare to
his own selfish ends. A warm ell*
rpate has the same effect on the tem
perament of the individual as alco
hol, without the apathy that alco
hol creates.

OFFICERS BARRED
IN BONUS PLAN
OF SUBCOMMITTEE
WASHINGTON. April 13.—A cash
bonus of $1 for each day’s service
would be given to approximately 3,-
000,000 of the 4.800,000 men in the
army, navy and marine corps during
the war under a plan that has been
approved by the bonus subcommit
tee of the house ways and means
committee, it was learned today.
The program which will be sub
mitted to theG’uii committee for ap
proval during t” is week, calls for an
expenditure oi slir'iLy less than sl,-
000,000,000, wljieh is to be raised by
a tax of one-half of one per cent
on all sales. It is considered very
likely that this plan will be the One
which will be submitted to the house
in the near future.
No Bonus For Officers
With the purpose of limiting the
bonus to those who endured heavy
financial sacrifices during the war,
the subcommittee has eliimnated
several classes of service men from
the groups entitled to benefits, the
total number eliminated being esti
mated at 1,800,000.
Tmong these classes are:
Those who served less than sixty
days because these men already
have received the original S6O bonus.
Men who "were assigned to in
dustrial plants, such as shipbuilding
and received extra compensation
therefor.
All officers.
Men in the regular army before
declaration of war.
Men who, while serving in the
army, received compensation from
their employers or business inter
ests.
Affidavit to Be Signed
No man would be given the bonus
until he applied for it, and this,
it is believed, would reduce the to
tal expenditure, as many service
men who have wealth are not expect
ed to ask the extra compensation.
The application is to contain an
affidavit that the soldier is not in
any of the above Icasses.
The plan calls for payment of the
bonus in four equal instalments and
the sales taxes are to be collected
in the corresponding periods.
Men who Were prompted to be
commissioned officers would be
paid only for the time they served
as enlisted men.
General Wood Cancels
His Leave of Absence
Because of Strike
BOSTON, April 13.—Major Gen
eral Leonard Wood today cancelled
the leave of absence Which he ob
tained to make a campaign for the
Republican nomination for president,
and said he would leave later in the
day for Chicago to resume his duties
as commanding general of the cen
tral department. He stated that his
action -was due to railroad strike
conditions.
“This situation of growing seri
ousness in the country is such that
I feel it .is my duty to give up my
leve and return to my post of com
mand in Chicago,” General Wood de
clared.
“This situation is not one which
allows personal consideration to en
ter into the matter in the least.”

lerand and Lloyd George will meet
to discuss the controversy between
France and Great Britain relative to
the advance of French troops east
oT the Rhine before the supreme
ailied council convenes at San Remo,
Italy, according to the Matin.
Italy, although in accord with
England in principle, did not ap
prove of her protest to France and
refused to associate herself with it,
says the Petit Parisien. Other news
papers are optimistic that a settle
ment of the Franco-British dispute
will be reached soon and say that
the French action in occupying
cities east of the Rhine will tend to
avert a repetition of conditions

FRENCH ASSERTIONS
DISCUSSED IN ENGLAND
LONDON, April 13. —Verbal asser
tions given by the French govern
ment in answering the sixth note of
Great Britain relative to the occu
pation of German cities by the
French were discussed by the cabinet
council today. They are expected
to be followed by a formal note,
which will mean a satisfactory so
lution Os the difficult question.
France is said to recognize that
opposition to its action was based
rather upon the maintenance of an
important principle than upon the
merits of the immediate question
involved.
EVACUATION OF RUHR
DISTRICT HAS BEGUN
PARIS, April 13.—The German
delegation here today confirmed a re
port that evacuation of the Ruhr
district by rechswehr troops had
begun.
GERMAN ACTION WAS
OPPOSED, MILLERAN D SAYS
PARIS, April 13.—Both the allied
military commissions and the Ger
man inhabitants opposed Germany’s
action in sending reichswehr into the
Ruhr district, Premier Millerand told
the chamber of deputies late today.
Germany’s action was unnecessary
and dangerous, the premier asserted,
in detailing necessity for France’s
occupation of the German Rhine
cities.
The chamber was expected to give
the premier’s government a strong
vote of confidence, following Mille
rand’s speech. The vote was consid
ered necessary to strengthen the pre
mier’s position in the coming confer
ence of the council of premiers in
San Remo.
Major W. H. Wells,
Railway Builder,
Dies in Athens
ATHENS. Ga., April 13.—April 13
Major William H. Wells, formerly
chief engineer of construction of the
Southern Railway company, under
Whose direction the entire line be
tween Washington and Atlanta was
rebuilt and double-tracked, died this
morning at nine o’clock at the horns
of his daughter, Mrs. C. G. Tal
madge, in this city, after an illness
of several months. The funeral will
be in Athens at noon, Thursday.
Major Wells was in his seventy
second year, having been born at
Dalton, Ga., May 7, 1848. He was
educated in the public schools and at
the University of Georgia. He was
in the railway service nearly fiftv
two years, his career dating from
1868. He held engineering positions
with various lines, being division
engineer for the Mobile and Ohio
1883-1886. chief engineer for the
Georgia Southern and Florida, 1887-
1890, consulting engineer in New
York until 1896. when he entered thr
service of the Southern as assistant
engineer. He was promoted to civ:l
engineer in 18,99, engineer of con
struction in 1901, chief engineer of
construction in 1909, which position
he. held until 191 S. when he was made
consulting engineer of construction.

ing been done under his direction

ATHENS, Ga., April 13. —“Senator
Smith will carry Newton county by
an overwhelming majority in the
presidential primary.” remarked Jact
L. Patterson, editor and publisher of
the Covington News, to a represen
tative of the Athens Herald Sunday.
Editor Patterson was returning
from the quarterly meeting of the
Eighth district editors held at Madi
son Saturday. Not only will the sen
ior senator carry Newton but, accord
ing to Mr. Patterson, will run away
with the attorney general and the
Thomson “fire-eater” in practically
everv county composing the Eighth
congressional district.
Continuing, Mr. Patterson said:
“Realizing that defeat is merely a
question of days, the enemies of Sen
ator Hoke Smith, in their effort to
defeat him for the presidential nom
ination are growing rpore desperate
every hour, resorting to misrepresefi
tations, deception and straightout ly
ing.
"The contention is made that Sen
ator Smith is not a serious candi
date, but is only tuning in Georgia
as a ‘favorite son.’ The senator’s
ability is generally admitted by
those who are opposed to his candi
dacy and, take it from me, he is in
the race to win at the ’Frisco con
vention. That he will receive a
stronger vote than Attorney General
Palmer is already apparent, for the
gentleman from Pennsylvania leads
the tail end of the tickets in states in
which their candidates are asking
the voters hot to support them.
“It cannot be claimed that the at
torney general is a ‘favorite son’ can
didate, for he cannot hope to amass
any strength in Pennsylvania, which,
as everybody knows, is a Republican
stronghold. The few Democrats in
that state are opposed to his candi
dacy because he violated the princi
ples of Democracy by bolting the.

years ago and supporting the Repub
lican candidate.
