Higher English Discount Rate Will Remove Market Uncertainty LONDON, Aprfil 15. —The increase in the minimum rate discount from six to seven per cent today by the bank of England has removed the uncertainty which has been hanging over the market. It was consider ed bound to come in of the in flated credit position and the con tinental financial situation, especial ly regarding exchanges and may pos sibly stabilize the latter. It prob ably will not, however, affect Ameri can exchange. Any further unset tling of exchange regarding the Unit ed States is not expected until large bills fall due in the autumn for the j«y nient of food and commodities. One reason for the present mpve is to bring the rates in line with other centers. The Belgian and other bank rates have recently advanced. Cotton Consumed m March 575,704 Bales WASHINGTON, April 15.—Cotton con sumed during March amounted to 575,704 run ning bales of lint and 28,068 bales of linters, the census bureau announced today. Consumption in March a year ago was 433,455 bales of lint and 10,401 of linters. Cotton on hand March 31 this year in con suming establishments was 1,855,430 bales of lint and 288,203 of linters, compared with 1,460,887 of lint and 227,344 of linters a year ago, .and in public storage and at com presses, 3,244,905 bales of lint and 417,829 of linters, compared with 4,327.905 of lint and 199,887 of linters a year ago. Imports durng Marich were 133,727 bales, compared with 15,561 a year ago. Imports during March were 133,727 bales, compared with 15,561 a year ago. Exports were 794,400 bales of lint, includ ing 4,471 of linters, compared with 504,239 of lint and 1,271 of linters a year ago. Cotton spindles active during March num bered 34,067,747, compared with 32,654,386 in March last year. Statistics for cotton growing states fol low: Cotton consumed during March, 321,173 bales, compared with 248,269 a year ago; on hand March 31 in consuming establishments, 1,030,633 bales, compared with 669,638 a year ago, and in public storage and at com presses, 2,972,370 bales, compared with 4,007,156 a year ago. Has Independent Political Thinkingßecomelnexcusable Crime in State of Georgia? Editor The Journal: Is it -not a sad spectacle to see that, a faction remains in Georgia politics which cringes to the dictation and control of northern politicians and which seems to glory in its servility? Men and newspapers who gladly display the collar of their political servitude and their self-confessed political in feriority. Have we reached the point where mental and intellectual debasement is at a premium in Georgia? Have we reached the point when we must become as absolutely intellectually enslaved as were the people during the middle ages? Have wq reached the point when we must believe that the titular head of any political party is INFALLIBLE? Does such titular head of any political party hold the “keys of St. Peter?” Have the people of Georgia reached the point when in" dependent personal inquiry, investi gation and thought have become an unforgivable crime? God forbid! Let it never be seaid, let It never be thought, that the citizens of our be loved state, the state of Stephens, Toombs, Hill, Brown, Warner, Lump kin, Jackson, Cobb and scores of oth ers whose memory and whose teach ings form a resplendent past, as bril liant as the “Glory that was Greece.” have so far forgotten the traditions of the past and the teachings of his tory as to damn and crush independ ence of thought. Then why this vicious attack on Senator Smith? Because a man lives in Georgia, has breathed the moral ahd intellectual atmosphere of Geor gia, does that proclaim him to the world as mentally inferior? Is the atmosphere of Georgia more con taminated than that of Pennsylvania or New Jersey? Trying to Obscure Issue The traducers of Senator Smith are seeking by villification and abuse to obscure the true issue now before the people of Georgia. In their personal attacks on him they are crying “party loyalty” and “loy alty to Mr. Wilson,” who, it will be remembered, “kept us out of war.” Any man who puts loyalty to party or to Wilson above loyalty to the American government and her consti tution is misguided, and his vote is a menace to the American form of government. It is not a ques tion of Wilson, Palmer, Smith or any other leader which now con fronts the people of Georgia; it is that question which is as serious as that which confronted the secession convention; a question touching the very life of the nation itself and vitally affecting our constitution and form of government. The question to be decided is simply this: is Palmer right or is Senator Smith right? Mr. Palmer stands for the adoption of the cove nant of the League of Nations as Mr. Wilson brought it back. Sen ator Smith is against it without reservations which will protect his native land, his fellow-countrymen, his government, her institutions and her constitution. Senator Smith had the manhood, intellectual independence, and ful filled his sworn duty to investigate and study the meaning of this cove nant, and for that independence, so? performing what the people of Geor gia commissioned him to do he is viciously attacked. Meaning of Article X Let the citizens of Georgia re alize what Article X and XI of that convention means. Let them realize that with the guarantees contained therein we give a warranty of the blood of our fellow-countrymen and unborn generations to foreign na tions to protect them and their ter ritories. Is it right? Is it just? Although The Chronicle is vigor ously opposing Senator Smith and had carried an editorial, advising the senator that he would waste his breath by speaking in Augusta, the Chronicle said on its front page Wed nesday: In the interest of his candi dacy for the presidency and for Georgia’s vote at the San Fran cisco convention, Senator Hoke Smith spoke at the opera house last night to a splendid Augusta audience which filled the build ing, and which by their generous applause of the senator’s re marks showed unmistakably that they were with him. It was an Intelligent and thinking audience that greeted Georgia’s senior senator last night, and which packed the low er floor of the opera house and practically filled the gallery. There were at least 1,200 pres ent, with many ladies in the au dience. Senator Smith’s speech was a dignified and logical presenta tion of the biff issues before the country today. He made his po sition on all of the questions clear and his audience gave him an earnest, attentive hearing. Applause was frequent and gen erous. The Hoke Smith headquarters con trast this statement in the Chron icle with the news item published by the Atlanta Constitution on the same date, in which the Constitu tion said that Senator Smith spoke only to 800 people. “In the light of the Constitution’s proven unfair ness,’’ it is asked, 'can there be any intelligent voter left in the state who will believe anything The Con stitution publishes about Senator Smith?” us and our country. He has been trying to bridge the fatal chasm into which Mr. Palmer wishes to lead us. He has with unswerving loyalty and patriotism fought for our country, bur form of government and our constitution. If he is wrong, then Washington, Adams, Jefferson, Mar shall, Clay, Calhoun, Webster and our own beloved Alex Stephens were wrong! Dangerous Pandora’s Box My fellow Georgians, permit one who was a volunteer in your army, one whose parents sleep in the bosom of our loved state, to beg of you. Martial law was proclaimed in Agua Prieta today in preparation for a pos sible attack by Carranza forces should the Mexican president’s troops break through the barrier of soldiers the new republic has stationed be tween here and Chihuahua-Sonora boundary. Carranza troops were reported at Casas Grandes, 200 miles from here, preparing to march into Sonora and toward this border port. General J. M. Pina, commander of the first division of the Sonora army, was expected here at noon from Na- Cozari io complete arrangements for defending territory endangered by the Carranza expedition. General P. Elias Calles, commander-in-chief of the Sonora troops and acting head of the new republic, telegraphed yes terday he would arrive here this week to confer with local military of ficials on the defense. Official confirmation still was lacking of the first reported battle between Carranza and Sonora soldiers at the Sinalao frontier. Francisco Elias, who has been ask ed to take charge of the new customs service for Sonora, said today that the secession of Sonora costs the central government more than ?1,000,000 in revenue monthly.
