Two Are Held for Murder of Girl Near New Orleans NEW ORLEANS, April 20.—Phelix John Birbiglia. aged twenty-one, business college student, and Charles J. Zelenka, Jr., twenty-two, today, according to Superintendent of Po lice Moonoy, confessed to the mur der last night of Mrs. M. Neason, whose body, stripped of jewels, was found in a pool of water beside a lonely section of the Orleans canal road. They said robbery was the mo tive for the crime, Mrs. Neason hav ing worn diamonds valued at $6,000. Birbiglia, according to the police, confessed to having actually fired the five shots which caused the death of Mrs. Neason, formerly Miss Betrtha Michelsohn. Zelenka admit ted having planned the murder with Birbiglia, assisting in disposing of the body and otherwise participating in the crime. Robert Burns, son of a police corporal and driver of a for hire automobile, in which the mur der was committed, was being held by the police. Mrs. Neason,w ho was nineteen years old, was the wife of a sailor who now is at sea. As related In the confessions of Birbiglia and Zelenka, according to the Information given out by Super intendent Mooney, the former last night met Mrs. Neason, proposed an automobile ride and engaged Burns to drive them. Zelenka and he pre viously had plotted the murder. Burns, at their instructions, drove to two lakeside resorts, then around the Orleans canal road. Zelenka was with Burns on the driver’s seat. Birbiglia stated he shot and killed his companion as soon as they came to a lonely section of the road and after stripping her of her jewels, he and Zelenka carried the body to the edge of the woods and threw it in a pool of water. Burns at the point of a pistol drove the pair to town. As soon as they left his car he drove to his father, told him of the crime and the arrest of Birbiglia and Zelenka fol lowed. Both are charged with mur der. FOUR-FOLD AID FOR SOLDIERS IS COMMITTEE IDEA WASHINGTON, April 20.—A four fold soldier aid program, giving the service men the option of a cash bonus, credit toward purchase of a farm or a home, vocational training or paid ’up government insurance, is now being formulated by the house ways and means committee, Chair man Fordney said today. Four sub-committees have been considering the four proposals dur ing the last three weeks, and it is expected their recommendations will be reported to the house next week, according to Mr. Fordney. The com bined plan in the main follows de mands of the American Legion. All of the four optional proposi tions would be based on the number of days a man served—that is, a bonus or credit of so much for each day’s service would be allowed. Likewise, all of the forms of aid would be limited to the men who, It is believed, suffered the heaviest fi nancial losses by reason of their service. This class numbers about 3,030,000, out of the 4,800,000 enroll ed in the army, navy and marine corps. At present, the committee is con sidering proposals to fix these amounts at from $1 to $1.75 for each day served. The cash bonus sub committee recently tentatively agreed to fix the amount for those prefer ring a cash payment at $1 for each day, but since then strong efforts have been made by members favor ing a larger allowance to have the sum increased. The credits planned in other sec tions of the bill to aid in home or land buying, vocational training or the continuance of government in surance probably will be about 50 cents for each day’s service in excess of the cash bonus figure. This addi tional allowance is planned to encour age the service men to accept one of the three optional forms of aid in preference to the cash bonus. Meanwhile the whole soldier aid question is causing a storm of dis satisfaction among some members of the house. A group of Republicans, refusing to approve the policy of the ways and means committee in fram ing the bill, forced a party caucus by circulation of a petition last night. This probably will be held tomorrow or Thursday night. Some members say the bonus propositions are not liberal enough, while others disap prove the elimination from benefits of about 1.800,000 service men, par ticularly all officers. The proposed sales tax, however, is the main ob ject of attack. Representative John son, South Dakota, Republican, and Representative Henry T. Rainey, Il linois, who have been conducting a vigorous campaign against it among members of both parties, say they have enough votes to defeat it and substitute a heavy tax on war profits. Under grilling by Prosecut ing Attorney Ray Carpenter, one of them admitted he and his companions had been in Adena the day of the murder. They were placed in sep arate cells, under extra guard. The victim of the crime fought fiercely for her life and honor, and probably was kicked to death, Coro ner T. H. Kirk said today upon com pletion of his investigation. According to Coroner Kirk, his in vestigations revealed that the girl died from a fractured skull. It was his opinion that she had been kicked in the head. He said he found evi dence of a terrific struggle. The coroner explained that a heel mark and the imprint of nails were found. The blow on the head killed her, he said. The cord with which the girl’s hands had been tied behind her back was identified as a part of her hat by Mrs. W. F. South, mother of the child, who is confined to her bed with influenza. It was first be lieved that the cord was from the hat of a soldier. The hat is miss ing and efforts to find it have proved futile. Two foreigners, whose names have not been revealed, were arrested by a posse headed by the Rev. A. N. Ash burn pastor of the Long Run Metho dist Episcopal church. The men were taken into custody at Herrick, four miles south of Adena. Practically every person residing in the vicinity of Adena attended the funeral services for the child. The Rev. A. N. Ashburn, who led one of the posses, conducted the services in the Long Run Methodist Episco pal church. Man Flees From Asylum Breaks Into Prison OSSINING, N. Y. —After escaping from the Hudson River Insane asy lum in Poughkeepsie, Andrew Was ser, a lunatic, broke into Sing Sing prison while three alienists were ex amining a murderer in the death house. He first tried to get in through the south gate and then at another point, but was chased away. Final ly he got in by the front entrance. Keeper Joseph Birdsall called Charles Pilgrim, one of the alienists, who identified Wasser as a fugitive. Wasser was asked if he wished to go back to the asylum, and said, “No, I like this place better.” He was sent back. Miss Hattie Hurst, a school nurse, sent her home with instructions to have her tonsils removed. In a lit tle while the girl returned. “Did you tell your mother what I told you?” asked Miss Hurst. “Yes’m,” replied the little girl. “Mother said she would pull out my tonsils tonight with a button hook, like she did my brother Johnny’s last week when you sent him home to her.” The second maternal operation was not performed . Woman’s Leg Now Valued At $40,000, Rate Increase • NEW YORK, N. Y.—A woman’s leg is worth $40,000. This record figure was set by a jury before Judge Donnelly, in the supreme court. The award was to Miss Florence D. Rooney as dam ages for the fracture of her leg by an automobile. Taking this award of $40,000 as basis for a general increase of 33 per cent up the line, a woman is now worth about $460,000, according to verdicts during the last few years, which fixed the following amounts: Hair, $20,000; nose, $15,000; eyes, $20,000; broken hearts, $250,000; arms, $85,000; legs, SBO,OOO. Cat Hidden in Man’s Boot Bites Big Toe Severely SACKET HARBOR, N. Y.—Amos Bussey, of this village, is recover ing from an operation on the big toe of his left foot. Mr. Bussey keeps his rubber boots behind the kitchen stove. A few days ago he got out his boots, placed his left foot into the boot and in stantly removed it. He turned the boot bottom side up and the Bussey cat jumped out. The cat resented intrusion and put her teeth through his toe. The toe is swollen to twice its natural size. Says Vote of Ireland Was Overwhelming for Establishing Republic The people of Ireland, exercisj-ng the right of self-determination af forded by America’s declaration of war aims, voted 1,200,000 to 300,000 —a proportion far greater than that which made America a democracy in 1776—in favor of establishing the re public of Ireland, according to Liam Mellows, member of the Irish parlia ment from East Galway and North Meath, commander of the republican army of West Ireland in the revolu tion of 1916 and a fugitive with a price of 1,000 pounds sterling on his head. Mr. Mellows, accompanied by Chas. P. Sweeney, Washington newspaper correspondent and representative of the American commission on Irish independence, is in Atlanta prepar ing for the address of Egmon de Valera, president of the Irish repub lic, who will present the case of the Irish people at Taft hall Friday night. Mr. Mellows announced that Mr. DeValera will be accompanied to At lanta by the Rev. Dr. J. A. H. Irwin, noted Irish Presbyterian clergyman and educator, and Mrs. Irwin. Dr. Irwin, said Mr. Mellows, is one of thousands of leading Irish Protest ants who have taken their stand for the independence of Ireland. Dr. Ir win is pastor of the Presbyterian Congregation of Killead, near Belfast, an dis Convener of the Sustentation Fund which sustains the Irish Pres byterian clergyg. He is also the lead er of the prohibition movement in the Presbyterian church in Ireland. “In my country, England has but one argument against the expressed will of 80 per cent of the Irish peo ple,” said Mr. Mellows, Monday. “That argument is force—the force of 150,000 bayonets, hundreds of tanks, cannon, battleships, airplanes and all the other sinews of war need ed by an army of occupation that Ireland is unwillingly forced to pay for. X. “The British laws that throttle Ireland’s right of liberty are obeyed only -where the force is powerful enough to crush us. English prisons held 5,000 Irishmen last year. Brit ish soldiers shamelessly raided and devastated 6,000 Irish homes during that time. < A trial by jury is almost unheard of. Yet England taxed Ire land $185,000,000 last year to pay for a government in which the Irish have no voice. Os this, $63,000,(700 was for England’s vast military es tablishment in Ireland, $40,000,000 was to help pay the cost of a war fought for liberty and democracy; $80,000,000 was England’s profit. ’’ Industrial Conditions Show Improvement WASHINGTON, April 20. —Im- proved industrial conditions and a revival of business activities follow ing the cancellation of government contracts last year were responsible for the large increase in the volume of employment in March, 1920, as compared with March, 1919, accord ing to a statement today of the de partment of labor. Greatest increases were shown in the woolen, men’s ready-made cloth ing, cotton finishing and automobile manufacturing industries. All in dustries reported increases in their payrolls for last March as compar ed with March, 1919. Alleged Embezzler Is Fined SSOO COLUMBUS. Ga., April 20.—L. C. Price, Jr., former bank cashier at Waycross, Ga., who was indicted for embezzlement of bank funds, said at the time to total $14,000, was given a consent verdict here Monday and fined SSOO. Price was tried here on a change of venue. Before the consent ver dict was entered it was stated resti tution of the funds had been made. Price was given an alternative of ten months on the county chaingang or the fine, which he chose and paid. Wolfe has returned from Love field, at Dallas, Tex., flying one of the fa mous German Fokker pursuit planes, to be stored at this place. Lieuten ant W. B. Warde is expected to re turn here Wednesday flying a simi lar plane. Both planes are sent here for storage at the depot. The plane has attracted much attention and makes the third of its kind now at Souther field. It differs from the usual models in having no wires and being erected of solid steel, its strength of construction resting in the wings. Former Mrs. Thaw to Sue Present Husband NEW YORK, April 20.—Attorneys for Evelyn Nesbit Thaw, now Mrs. Jack Clifford, said today that she would file counter suit for divorce against her husband and former dancing partner,' charging improper conduct. Mr. Clifford started divorce pro ceedings here, naming an ; actor as co-respondent. Pre-Convention Call For Dry Forces Issued WESTERVILLE, Ohio. April 20. General Superintendent P. A. Baker, of the Anti-Saloon League of Amer ica, today issued a call for state superintendents of the league, to meet in conference at Chicago and San Francisco immediately preced ing the Republican and Democratic national convetions, and to remain in session during the conventions. Bobbie Brock Shot; John Eberhart Held MAYSVILLE, Ga., April 20.—Bob bie Brock, twenty-one years of age, was shot and killed near here Mon day afternoon. John Eberhart, who was living with Brock, is charged with the crime. Eberhart is said to have been under the influence of whisky at the time. Another Body Recovered From Savannah River ANDERSON, S. C„ April 20.—The body of Miss Inez Manning, 22, one of ten persons drowned x at Harper’s Ferry, on the Savannah river, April 4, when a ferry-boat on which they were crossing the stream capsized, was found Sunday on an island “six miles below the scene of the tragedy. To date only two of the bodies have been recovered, though hundreds of persons have searched along both banks of the stream incessantly since the drownings occurred. 22 Men Claim Girl as Wife DAYTON, Ohio.—Asserting that their “wife” has twenty-two hus bands and is divorced from none of them, Tiffic Sallie, of Cincinnati, and James Nick, of Dayton, jointly asked the police to arrest Margaret Fos ter, twenty-one years old, on the charge of bigamy. She is said to be in Springfield, Ohio. Sallie says he married the woman at Crevoit, Ohio, on February 16, 1920, and Nick says he wed her on March 16. They are joining in the hunt for the young woman. THURSDAY, APRIL 22, 1920. Bandits Attack Train In Attempt to Steal Queen’s Royal Plate SEVILLE, Spain, April 20.—Ban dits attacked a train last night on which Queen Victoria and her broth er, the Marquis of Carisbrooke, were traveling from Madrid to Seville in an unsuccessful attempt to calry off the royal plate which the queen was taking with her. The robbers, who were well arm ed, opened a regular fusillade when discovered, wounding two of the rail way men, one of them probably mor tally. The bandits escaped in a two horse carriage, leaving no clew to their identity. $1,400,000 Advance To Finance Shipment Os Cotton Announced WASHINGTON, April 20.—Anoth er advance of $1,400,000 to a bank ing corporation for financing ship ments of cotton to Czecho-Slovakia. was announced today by the war fi nance corporation. The name of the corporation was withheld. Promises Prosecution by U. S. of Profiteers WASHINGTON, April 20.—Exten sive prosecution of profiteers will occur within 30 days If investiga tions now being conducted by depart ment of justice agents disclose the expected evidence, oward Figg, spe cial assistant to the attorney gen eral, today told the senate subcom mittee investigating shoe prices. The investigations now nearly completed have been made by “flying squadrons” of agents as well as by fair price committees in many states, Figg said. They cover food, fuel and clothing.
