WASHINGTON, Feb. 13.—Lin
coln’s birthday found the party
founded by the great emancipator
split in twain. President Coolidge
cannot command a majority of the
United States senate on an issue
as close to his administration as
the retention or dismissal of a mem
ber of his cabinet.
The coalition of insurgent Repub
licans and Democrats was sufficient
to pass the resolution requesting the
resignation of Edwin Denby, secre
tary of the navy, and it will be suf
ficient to pass other measures em
harassing to Mr. Coolidge’s leader
ship.
Although the president has stead
fastly maintained that he had noth
'• ing tc do with the Teapot Dome con
troversy and could not be held re
sponsible for what happened even
though he was an unofficial member
of the Harding cabinet and heard, as
presiding officer of the senate, *he
debates on the oil leases, he is today
Involved in the affair from a politi
cal viewpoint. The Democrats and
Insurgent Republicans have put him
into the thing, and henceforth he is
on the defensive. As long as Edwin
Denby remains in the cabinet, Mr.
Coolidge must be the center of bom
bardment. The scene shifts from
the capitol to the White House.
Sees Political Perils
Mr. Coolidge is keenly aware that
his attitude in suspending judgment
till he has completed a thorough in

Denby unto his bosom. Months, pos
sibly a. whole year, will elapse be
fore the special counsel appointed to
investigate the case can possibly
form their conclusions. Meanwhile,

$474,117,000, according to report of
State Bank Examiner Latham, which
shows increase of $30,000,000 over
total for same date. 1922. State

TIFTON. Ga., Feb. IL—Fire SunF
| day afternoon destroyed seven of
fices and three stores in the Whitley
building, ot this city, causing dam
age estimated at between $75,000
and SIOO,OOO. The stock of an ad
joining store was damaged by water.
The fire lasted about three hours.
The fire department of. Fitzgerald
answered a call for help. The fire
truck from Moultrie started to Tif
ton, but went through a bridge on
Ty Ty creek and turned over. The
firemen were picked up and came on
to Tifton. None was seriously hurt
and the truck was not badly dam
aged.
Mavas Myers, a young man assist
ing in fighting fire, was hit in the
back of the head by a hose nozzle
and knocked unconscious, but was
not seriously hurt.
The Whitley department store,
Pinkston’s drug store, Chestnut &
Williams market and grocery stocks
were ruined by water.
France to Have New
Plane Service to Africa
PARIS, Feb. 13.—A new airplane
service between Toulouse, France,
and Dakar, West Africa, is to be
started in April Working in conjunc
tion with the steamship lines, it will
shorten the time for transmission

The service will be carried out by

Rumor has it that when the Tea
pot Dome excitement has quieted
down and the investigation is going
along quietly, Mr. Denby will hand
in his resignation, and will at the
same timq receive a general while
washing so far as integrity and com
peterce is concerned, but that Mr.
Coolidge will not enter the 1924 cam
paign after his prospective nomina
tion in June with the handicap o'
a cabinet officer in whom the senate
of the l.’nHed States has expressed
a lack of confidence.
Such a vote on any other parlia
mentary body would mean the im
mediate resignation ot the cabinet
officer, but in the United States
the cabinet places are not constitu
tional offices. Indeed, there is no
express provision in the federal con
stitution for a presidential cabinet.
Congress has created by law the
executive departments and congress
could at. any time in passing an ap
propriation bill refuse to permit the
funds to be used if a certain officer
is in charge of a particular depart
ment.
Can Embarrass President
Congress could also pass the pend
ing plan for the reorganization of
the government departments whion
calls for a consolidation of the war
and navy departments under the
head of the department of national,
defense.
The power of congress to embar
rass the president when his cabinet
is not popular is well established,
but in practice there is no precedent
for ihe compulsory renjoval of a
cabinet officer by order of either tha
house or senate or both.

president are just as well satisfied,
for It gives them something to talk
about from now till election—Denby
and the cabinet of which Albert Fail

The formal contract and agree
ment by which ‘William Joseph Sim
mons, former emperor of the Ku
Klux Klan, disposed of his right,
title and interest in the “invisible
empire,’’ and renounced his monthly
annuity of SI,OOO for a consideration
of $145,500 ip cash, follows in full.
“This indenture, made and enter
ed into this first dqy of February,
1924, by and between William Joseph
Simmons and his wife, Bessie Shine
Simmons, both of the county of Ful
; ton and state of Georgia, parties of
| the first part, and Knights of the
' Ku Klux Klan, Inc., a corporation
; under the laws of the state of Geor
i gia, party of the second part.
“Witnesseth:
I “Whereas, a certain suit was filed
in the superior court of Fulton coun
ty, Georgia, which said suit, is styled
William Joseph Simmons vs. H. W.
Evans et al., being No. 56558, in
equity, and
“Whereas, an agreement was
reached settling the said case, which
said agreement is dated the 23rd day
of April, 1923, and .
“Whereas, a decree was taken in
the said suit by consent, said de
cree being dated the 7th day of
May, 1923, and being signed by Hon
orable E. D. Thomas, one of the
judges sis the superior court. Atlanta
circuit, and
“Whereas, in the said suit William
Joseph Simmons asserted certain
rights against the party of the sec-*
ond part and other persons, and in I
the aforementioned agreement of
settlement, certain rights, privileges
and benefits were conferred upon the

his wife, Bessie Shine Simmons, and
“Whereas, the parties of the first
part jointly and severally do now de
sire to make settlement of these
rignts, benefits and privileges, and
each of the said parties of the first
part does also desire to make settle
ment of ah other rights, claims and
demands of all kinds, of whatsoever
nature, which he or she separately
or jointly may have against the said
party of the second part, its officers,
agents, agencies or members, and

aforementioned rights, benefits and
privigeles of the parties of the first
part, and each of them, and to make
settlement of any claim which the

which he has with the said klan, and
the term ‘office’ as here used shall
be construed in its broad sense and
shall include all connections with
the said klan.
“For taie consideration aforesaid,
the parties of the first part do and
each of them does, hereby agree that
they will not jointly or severally un
dertake the orgainzation or the pro
motion of any order or organization
which antagonizes the purposes and
mission of the Knights of the Ku
Klux Klan, Inc.
“It is the purpose of the parties
of the first part to end all connec
tion with the Knights of the Ku
Klux Klan, Inc., with its offices and
its work, and tp surrender all rights
which they or* either of them have,
in connection with said Knights of
the Ku Klux Klan, Inc. For this
surrender, the party of the second
part is paying a consideration to the
parties of the first part, and this
instrument shall be construed to be
sufficient and efficient to work a sev
erance of all relations between the
said William Joseph Simmons and
his wife, either or both of them, on
the one part, and tne said Knights
of the Ku Klux Klan, inc., on the
other, and with its work and pur
poses and with its offices, and to
end all rights which he or she has
or may have in its property, whether
the same be visible or invisible; and
the said parties of the first part de
sire to convey to the party of the
second part that good will which
is incident to and grows out of any
former connection of the said Wil
liam Joseph Simmons with the said
order; and the said parties of the
first part agree, and each of them
does agree, to do nothing that will
cloud the title and right of the
Knights of the Ku Klux Klan, Inc.,
to any properties now or hereafter
owned by it, visible or invisible; and
they agree that the obligations of
the parties of the first part, or either
of them Nierein contained, may be
enforced by injunction or restrain
ing order, mandatory or otherwise,
without proof of insolvency or any
other ground for extraordinary re
lief.
Settles All Suits
“And the parties of the first part
agree to dismiss, annul and satisfy
and this instrument shall work the
dismissal, annulment and satisfaction
of all suits in equity or actions at
law which they have or either of
them has against any officer of the
said Ku Klux Klan, Inc., wherever
the same may be pending, in state
court or United States court or else
where. whether the said suit be
pending against the said persons be
cause they .re officers of the raid
Knights of the Ku Klux Klan, Inc.,
or otherwise.
' “In the construction of this in
strument, the term ‘Knights of the
Ku Klux Klan, Inc.,’ -shall include
the incorporation and the organiza
tion of its membership, wherever
that inclusion is necessary or appro
priate, to give full effect to the true
intendment of this instrument.

ed as to the contents of this instru

livered the same on the day and

$150,000,000 Japanese government, re
funding and reconstruction loan in
the United States was announced to
night by J. P. Morgan & Co., who,
with Kuhn, Loeb & Co., the Nation
al City company and the First Na
tional bank, will head a, nation-wide
syndicate which will offer the issue

bearing interest of 6 1-2 per cent, and
maturingin 30 years, will be made at
92 1-2 to yield approximately 7.10 per
cent.

000 pounds of Japanese government
bonds of the same ienor, except that
the coupon rate will be 6 per cent,
and the maturity 35 years, will be

the American issue is to be placed

Simmons’ Resignation
Colonel Simmons’ formal resigna
tion as emperor and as a klansman,
follows:
“Atlanta. Ga,, February I. 1934.
“To the Knights of rhe Ku Klux
Klan, Inc.:
“L the undersigned, William Jos
eph Simmons, do hereby tender to
you my resignation as emperor of
the Knights of the Ku Klux Klan,
and surrender all rights, privileges
and benefits attaching to said office;
and I do likewise tender my resigna
tion to any other office which 1 may
hold in the Knights of the Ku Klux
Klan. Inc., and do now release any
of the offices in this writing men
tioned and any rights, privileges and
benefits appertaining thereto.
“L do likewise hereby tender my
resignation as a member of the
Knights of the Ku Klux Klan, Inc.
“In all this I resign and retire
with that honor and dignity worthy
of having founded and developed
your great order, and also with that
honor and dignity which fittingly
becomes one who has been the chief

Feo. 12. —Twenty-three persons were
injured when a bridge over the
Frazer river at Chilliwack, British
Columbia, seventy miles east of here,
collapsed as an eastbound Canadian
National train was passing over it
at midnight. A flood in the rivet
had. weakened the structure.

Make Her Pretty
ST. LOUIS, Mo., Feb. 9.—She
didn't have a chin.
She had pretty flaxen hair, and
pleasant features, except for that
chin.
She didn’t have much of a chin
when she was born, and when she
became a young woman the de
formity became more marked.
She was referred to Dr. William
T. Coughlin, professor of surgery
at St. Louis university, and one of
the chiefs of staff at St. John’s hos
pital.
Dr. Coughlin transplanted bone
from her shinbone to a point where
her jaw should have been. The re
sults surpassed hopes. The girl could
eat and talk like normal persons. A
second grafting in the same manner
made her jaw normal in appearance.
There were no scars. Her skin was
all right, too.
Dr. Coughlin has exhibited his
work, in the person of the very at
tractive young woman, to the St.
Louis Medical society. Dr. Coughlin
was on the staff of the Red Cross
hospital at Nauilly, France.
Plea to Mrs. Coolidge
May Block Deportation
Os 12-Year-Old Belgian
CHICAGO, Feb. 12. —A mother’s
plea, to Mrs. Coolidge, wife of Presi
dent Cpolidge, to prevent deporta
tion of her twelve-year-old daughter,
Alice Loete, of East Moline, 111., may
result in the child’s remaining in
this country.
The girl and two sisters were ad
mitted with the mother, a Belgian,
■ temporarily, in 1915, because of the
war. The father, Camiel Loete, be
fore the war had taken out natural!,
zation papers. His act would have
automatically naturalized his minor
children had they been admitted per
manently, immigration officials said.
Because admittance was temporary,
immigration officials ordered her de
ported.
An appeal was written by the
mother to Mrs. Coolidge. An inspec
tor from the Chicago immigration
district is to make an investigation.

In Truck Collision;
Teasing” Is Blamed
QUITMAN, Ga., Feb. IL—One
man is dead and two others are in
jured as the result of a head-on col
lision of two trucks used in hauling
paving materials on the Madtfuni
highway between here and the Flor
ida line. Clements Thomffß, a youtn
of sixteen, js dead, and his littl*
brother and the driver of the other
truck are recovering from painful
injuries. •
Others driving trucks on the road
say that Thomas had a way,of dart
ing back and forth across the road
to tease th e various drivers. The
man in the outgoing truck was a
new driver unused to Thomas’ trick,
it. js said, and he turned his truck
to the left to avoid the truck which
apparently was going to hit Ihim.
As a result, the cars hit with ter
rific force, and Thomas was badly
crushed. His body was sent to Tif
ton for interment.
