WOODWARD Waterworks Argu- ment Brings Out Bit ter Communication. REC ITES RECORD OK DEPARTMENT Roasts Judge Hillver for ('hanging Front After Past Events. In a caustic communication to the board of water commissioners, ('olonel Park Woodward, general manager, of the waterworks department, ha* an swered the remark* Against the depart ment by Judge George Htllyer. Judge Hlllyer, who wo* once presi dent of the water board, appeared be fore council Monday to urge that not more than $250,000 of bonds be Issued for the Improvement of the water works. He charges that at another time hr tried to eel! tha waterworks to a private corporation for $250,009 and 254 free fire hydrants.
