Foreign stocks are granted access to the French market on the payment of a stamp-tax of 2 per'cent on their nomi nal value and a per cent upon the reve nue they yield. The measure makes no distinction between foreign stocks and foreign government securities. The bill Is designed to tax the Idle rich and not grind down the poor work ing class. The contract with the Oliver Com pany for the construction of section No. 2 of the Washington atreet viaduct stipulates that the contractors shall pay damages to the amount of *60 for each day after Decembfr'l. 190*. until the work la completed. The same provision applied to the contract with Grant Wilkins for section No. 1 of the viaduct. The contract with Will R.
