GEORGIAN AND NEWS
The doc talon of the special council
commute* to Issue only IUo.000 nf
bonds for the Improvement of the
waterworks., in tha event of tb* suc
cess of tha election. Is a decided victory
for Alderman Key and The Georgian
and News, who contented from tha
drat that 86M.*M was more than was
actually necessary.
If council adopu the recommends-

the election will be held on April 9.
and, with practically all opposition
eliminated, the bonds. It Is gtnerally
believed, will be carried by e large
vote.
Tbs history of the matter Is some,
thing like tills: Councilman Longino
Introduced Ms tJ.OOMM bond ordi
nance. which was referred tooths
finance - committee. TBls ordinance
provided, among other thing*, for the
erection of a municipal lighting plant
No sooner had this become known then
a great hue and cry arose for a 1109,000
bond election for the Improvement el
the waterworks atone.
To Defeat Ught Plent
There were those, of course, who ad
vocated this, because they felt that It
was for the best welfare of tha city
and the waterworks. There were others,
though, or so It was eu spec led, whnde
main object In raising the sudden clam
or was lo dsfeat the ordinance, which
provided for the erection of e munlcl
pat lighting plant os well as for the
Improvements to the waterworks.
The Georgian and News pointed out
Iheae thing* al a time when It osemed
that the bond election would be called
without a light of any kind. Council
man Longino. In open council, sold
later that It looked suspicious to him
that such a great cry for the water-

raised. Just after he had Introduced ah
ordinance looking to the erection of a
municipal lighting plant.
Alderman Key. In tha aldermanlc
board, succeeded In gaining a dewy,
which he used to ths best possible ad
vantage hr gathering data, showing
that It was not nsceeoary to Issue o
half million of bonds, and showing Just
what this half million would eventually
cost the city.
He drew up an ordinance, providing
for the Issuance of only 3300,000 of
bond* for Ihe Improvement of the
waterworks,, and than compromised
with ths committee at 1330.400.
Ths advocates of munetpal owner
ship figure It out this way:
The difference between 3500.000 end
3380.000 ts 3130.00*, which means thnt
the city has Just 8110.000 mors to ex
pend for a municipal lighting plant
than she would bars had It certain In
