Oliver. oT Knoxville; Trot., who -attb--
mltted the low est bid for the conatruc-
tlon of the Panama canal, stated last
night thnt he wan going back to Ten
nessee. ns he had no further business
In Washington. Yesterday he rolled at
the offices of the Isthmian canal com
mission and received the certified check
for 1200,00ft, which was submitted at
the time Mr. (fflvrr made hla bid.
"The last proposition made by tha
Panama Canal Construction Company
was In no sense a bid," said Mr. Oliver,
"and as a bid It could not be rejected.
I was informed if I met certain con
ditions the contract would be awarded
to my company. These conditions were
met, and then I was told that the prop*
osltlon was rejected."
Mr. Oliver had Intended glvlnf out
a statement, but following the advice of
his rnunsei he decided to withhold tho
statement until the arrival of Judfe
o'Hrlen. It Is probable thnt an effort
will be made t>y Oliver and his aooo-
clntes to secure a reimbursement of
the money spent In connection with
the preparations of the bids. The
amount Is between I35.O0A end 940,000.
Mr. Oliver said Inst night thst he did
not Intend to muko any reply to the
letter Informing him that his proposi
tion had been rejected.
