prominent American, that If laglelatlon

ment all the power wanted, sooner or
leter constructions of the constitution
will be found to vest the power where
It will bo exercised.
"Mr. EllhU Hoot, secretary of war

state under another, achieved the bat
eminence' of suggesting that the courts
he tampered with In order to strain
and stretch tho powers of the hedcrnl
government to suit the Ideas of him
self and other ultra-Hamlltonlana. Mr.

Caesar or a Napoleon.
• Much of tho execration In which the
memory of Aaron Burr la held la due
to the Immorality expressed In hi* fa

Good men do not believe that, and they
do not take kindly to the brilliant man
a part of whoae creed It was. Good
men will not Indorse Mr. Secretary
Boot's groaily Immoral and unpatriotic
proposition to acquire unconstitutional
and Illegal power* for tho Federal gov

Special to The Georgian.
Macon. Co, May tl—At a meeting of
the board of heattl) held Wednesday
night a new cod* of plumbing regula
tions was adopted and Is to go into
effect at once. The changei In the code
were worked up by Dr. Max Jackson,
after Information had been aecured
from fifteen leading cities of the South.
A* the result of unanimous action
taken by the Atlanta Federation of
Trades at a largely attended meeting,
council will be called upon at tho
meeting Monday afternoon to taka
such notion that three city offlcea will
be filled by the vote of the people,
Theta three offices are those of the
city clerk, city cnmptrcller and general
manager of the waterworks, and
strong committee representing, organ
ised labor of Atlanta will aak council
to petition the legislature to so amend
the city charter that theao olllcea will
be filled by a vote of tho people, and
not by council, ss at present.
This aotnmltteo consists of Jerome
Jones, chairman; K. o. lines,
Bernhardt, William Strauss and Henry
Garrett.
The meeting of tha Federation of
Trades at which thle action waa taken
was a large one, and several speeches
wera made, showing that It Is tho
unanimous feeling of Atlanta's organ
ized labor that the people, anl not
council, should say what men should
hold thee* positions.
It wa* pointed out at the meeting
that although the holdera of these po
sition* are public servants and are
drawing tho money of tho people In
Salaries, thoy are not answerable to
the pcopl.i who pay them. Tho system
that permits such a condition of af
fairs was declared to bo wrong, and
the committee which will wait upon
council will present some strong argu
ment* In favor of making the proposed
change In the charter.
