ZELAYA’S EMISSARY OFF FOR MEXICO TO CONSULT ENVOY New Orleans, La., June 12.—The pre diction made from the City of Mexico that General Belaya's confidential emls- sary, Don Jobs Dolores Gomes, minister of foreign nffatre of Nicaragua, would go to Mexico to attend a conference for tho dlxcusslon of plans for the forma' Uon of a Central American Federation of States, has been parity confirmed by tho sudden departure of Gomes to Mex Ico, with Consul Echesseretta, the Nic araguan envoy. It was announced that he would go to Washington on a spe cial mission from Belaya to President Roosevelt. A cablegram from Managua, however, sent him southward to Mex ico. It Is believed by Influential Central Americans hers that the plan for a confederation under a protectorate of Mexico and the United States will be discussed between President Diaz and Minister Gurnet, and that after this discussion the convention will be called to ratify plans already determined upon.
