Wllberforce, Ohio, June 21.—Thurs day wo* a great day for Senator Fora- ker and the negroes. It was commencement day at Wilber- force University, the leading negro col lege of Ohio, and the senior senator made the annual address. It was more than commencement. It was the occa sion for an outpouring of thousands of Forakeria friends from far and near. Senator Foraker commenced h speech by referring to his last visit to Wllberforce, In 1885—twenty-two years ago. He reviewed the events of this period—of both local and national character. In tills connection he apoke of the Spanlsh-Amerlcan war and the acquisition of Insular possessions, as well as of tho great development of In. dustrles and power as a nation. Ho gave tho colored people of the country credit for having contributed their fair share In the accomplishment of all these great results and congratulated them upon the success they have achieved.
