CANNOT DRAW ON
STATE SINKING FUND
In order tb meet the pr-sent shortage
In funds without the necesstty of bor
rowing, Governor Smith has asked At- j
torney General Hart If authority could 1 j
not bo found tor using, temporarily, the '
sinking fund of $100,000.
Judge Hart promptly vetofd the Idea,
with the statement that It Is expressly
forbidden by the constitution. Oovera- i
or Smith has been particularly anxious ,
to tide over the period of cramped
finances without borrowing, but It '
hardly seems, poaslbls for him to do so
now, since Judge Hart has decided tha^
the sinking fund can not be used.
Governor Terrell was compelled 10
borrow $200,000 each summer to tide
the state over until taxes began coming
In to the treasury.
