FILIPINOS UNFIT FOR
SELF-GOVERNMENT
Washington, D. C., Aug. 1—Officials
of the war department believe that the
results of Tuesday’s election In the
Philippines make manifest the neces
sity of radical changes In the local
government of the Islands, and It Is
expected that recommendations look
ing to these changes will be made to
congress at Its next session. It ts
the accepted opinion at the war de
partment that the elections disclose
that the Filipino is unfitted for self
government even in Its rudimentary
stages.
