' The selection of William M. Scott, of Atlanta, as Junior vice commander of the Orand Army of the Republic at the Saratoga meeting will please Ids friends here and over the state. William M. Scott Is head of the well- known reql estate firm of W. M. Scott Co,, and Is une of the best-known men In the city. He came to Atlanta directly after the surrender from his Michigan home, and has become thor oughly Identified with every progres sive movement here. He has held the position of com mander of O. M. Mltchel O. A. R. Post, and la a past commander of the depart ment of Georgia and South Carolina Property in Georgia Valued by the Board. The value of the Southern railway system In Georgia was fixed at 318.- 639.336 by the board of arbitration on Thursday evening, after a session last ing all day. This Is an Increase of 13,355,383 over the company's return, but It Is 37.960,- 8(1 under the comptroller general’s as. sessment. Commissioner Stevens de clined to sign the award, holding that the figures were too low. Comptroller Wright came very near fixing the physical value of the proper ty, according to the view of the arbi tration board. General Wright as sessed It at 314,950,695, the award was 316,066,139. and the return 313,052,956. There wns a difference of only 3109,444 between the assessment nnd the award. Tho franchise wns returned at 32.- 831,997, was assessed at 311.543,305, and the award was 33,473,197. The original return *n the whole property was 314.- 884.953 and the assessment 326,500,000. Hon. DARKTOWN BULLY FACES HIS HONOR Quill Wallace, said to be known ns the "Bully of Dork town,” was charged with fifty-seven varieties of disorderly- conduct by Thomas W. Clark, porter at the Marion Hotel, before Recorder Broyles Friday morning. Clark, who seems to be long on education and short on courage, had a long story- to tell. Wallace had Clark so frightened that he was afraid te start to work until Wallace had gone, and lie said he was In da late. Clark told of three times that Quill had threatened him with a knife.
