Orin Root Now Receiver-
Manager of New York
Street Railways.
New York, Oct 6.—Herbert Harold
Vreeland has resigned hie position as
manager for the receivers of the Met
ropolitan Street Railway Company
and the New York City Railway Com
pany, to which place he was appointed
just after the receivership was ordered.
Orin Root, vice president of the New
York City Railway Company, has been
appointed his successor. Mr. Root Is a
nephew of Ellhu Root, the confidential
attorney to Thomas F. Ryan.
At the time of this announcement to
the public, Douglas Robinson and
Adrian Jollne, the receivers, had not Is.
rued a formal statement telling of the
deposition of Mr. Vreeland. but they
were preparing one.
At the time of Mr. Vreeland's ap
pointment as manager of the receivers.
It was announced he was the only man
who could properly advise the receiv
ers. This was before the Inquiry to the
public service commission conducted by
Mr. Ivins had connected Mr. Vreeland
with some peculiar transactions In con
nectlon with the Metropolitan’s "con-
rtructlon account."

the Benjamin Pharmacy Company with
a Confederate bill Friday night, \V. F.
Tribble, allaa Morris, an employee of
the Postal Telegraph Company, was ar.
rested by Detectives Blmpson and
Campbell, and will be tried In police
court Saturday afternoon.
The young man Is said to have tele
phoned the pharmacy from a houee In
Auburn avenue, requesting that a cer-
tnla article be eent out, together with
change for a $10 bill. Suepectlng
something wrong, the detectives were
notified and shadowed the place. The
ineseenger boy, however, failed to take
the change and the young man told
him to return the article to the store.
The detectives then promptly arrt
him and found a Confederate bill.
Tribble, or Morris, denies he Intended
to swindle.

ten thousand levee workers, represent
ing all the labor organizations affiliat
ing with the dock and cotton council,
are on a strike here today, and as a re
sult the commerce of the port Is tied
up, marking the beginning of what
promises to be one of the most serious
labor conflicts witnessed In this city
for years. Strong detachments of po
lice guard the river front today, along
with scores of special police. The ulti
matum given by the Southern Parlflc
to Its striking freight handlers expired
at 7 o'clock and between 200 and 300
men, brought here from a distance, were
put to work In the strikers' places thle
morning.

the quo warranto proceeding* Instituted
by the board of county commlaelonere
against Solicitor W. H. Beck, to teat
the legality of the city court of Grlflln.
Judge E. J. Reagan, of the Flint cir
cuit. Thursday ruled that the recent
act of the legislature introduced by
Hon. J. D. Boyd, of Spalding, did not
adjourn the court or abolish the office
of solicitor.
The commleeloner* refuted to pay Ihe
expenses of holding the September term
of the city court on tne contention that
the court stood adjourned and that the
offices of Judge and solicitor were abol
ished by the Boyd oil!, which puts
both officers on a salary of $1,400 each
per annum, and make* the officers
elected by the people Instead of ap
pointed by the governor.

department of agriculture Friday when
the announcement was made that Ma
rlon T. Savage, manufacturer of thp
'International Stock Food,” had filed a
bill of Injunction In the Federal court
against Commleeloner T. G. Hudson to
prevent him from enforcing the pure
food law as applied to Ihe former’*
product.
Commissioner Hudson was absent
from the city Saturday, but Assistant
Commissioner Wright stated that the
action of the manufacturer was a sur
prise to the office.
‘•It haa never been determined.” said
Mr. Wright, "that the article manufac
tured by Mr. Savage come* under the
provisions of the pure food act. He
clalma, I understand, that It !■ a
medicine, but sells It aa a food.
"He also says that to make known
the formula would cause him to lose
a million dollars. We have never made
a request for the formula and do not
want It. There. haa never been any
correspondence In regard to his food,
and, so far oa my knowledge extends,
nothing has been done to lead Mr.
Savage to believe that the department
of agriculture Is about to apply the

court of Fulton county, sustaining

In the superior court of Fulton cound
ty Mr. Russell sued the defendant com
pany for four clas* “A" certificates,
valued at 12,032.18. The company de
murred to the petition upon the ground
that the plan under which the certlfl-
cates were Issued was In the nature of
a lottery, contrary to the policy of the
state, and. therefore, were not collects
ble at law.
The lower court sustained - the de
murrer of the company, and the case
was carried to the higher court by the
plaintiff, where the ruling of the lower
court was sustained by the operation of
law which provides that a demurrer
shall be considered upheld when the
supreme court Justices are eveqly t|
vldert.
Those favoring affirmation were Jus
tices Fish, Evans and Lumpkin. Those
favoring a reversal were Justices Cobb,
Beck and Atkinson.

New York, Oct. 5.—The testimony of
Philip Harrison, manager of the sales
department of the New York Lubri

solve the Standard Oil trust, revealed
that the company drove competitors
out of the South American trade by
obtaining from the steamship compa
nies rates Isss than half those charged
the Independent companies.
The Standard forced the steamship
companies to give the rates by threat
ening to establish competing steamship
lines. W. H. Tarbell told of the Stand,

George T. Hayes, a well-known con
tractor, was arrested and locked In the
police station Saturday morning on
complaint of a young woman, residing..
In Marietta street, near Simpson, that
he wrote her an Insulting not* Thurs
day night.
The note Invited the young woman to
come to the Bethel Hotel, BE 1-2 West
Hunter street. On receiving It she
turned It over to a policeman, and Sat
urday morning Hayes wa* taken In
custody.
He denlea writing the note, but ad
mits his name was signed to It. Ha
says he and a friend were together
and that the latter wrote tho note, but
signed his name with his consent. He
■ays he didn't know the young woman,
but meant no harm by allowing his
name to be used.

The ordinance by Councilman Rob
erts. giving to tho recorder the power
to put drunkards on probation and
creating the office of probation officer
to the drunkards, was reported favor
ably by the ordinance committee Friday
afternoon.
The ordinance Is one of considerable

punishing or entirely freeing a man for
drunkenness, when there nro extenuat
ing circumstances or when Imprison

BOYS STEAL SUITS
IN NAME OF CLUB
Several complaints have been receiv
ed of late by the police regarding the
theft of clothe* by negro boys, repre
senting themselves as messengers for
pressing clubs.
Numbers of suits of clothing have
been stolen by such boys, who have
no connection with the pressing clubs,
and the people are warned by Ihe po
lice to be careful about giving their
clothing to strangers. One of these
email thieves visited a house In Wash
ington street Friday and came near be
ing trapped. On pretense of getting a
suit of clothes for him, the lady of the
houee walked Into her room and tele-
thoned the police station. A call of-
leer responded, but at sight of him the
boy promptly fled.
