ternational conference of cotton grow
era and manufacturers Monday after,
noon adopted a resolution recommend
ing to the. conference that standard
types be adopted either by the United
States government, or by an associa
tion of delegatee from cotton growers,
spinners and exchanges, and that olaa-
s'.ncatlon be mad* upon grade and col-
oi and not upon ataple.
This committee, of which It. IV. Mo
Alllster la chairman, also had under
consideration the question of contracts
of exchanges and alter discussing bath
questions exhaustively, adopted th,
following resolution:
“After considering the uniform clM,
slflrntlnn of American cotton, this
committee Is unanimously of the opln-
Ion that standard types should be
adopted, either by the United States
Rovernmsnt, or by an association of
delegates from the cotton exchange*,
nnd (hat c!a*«lftcatlon should be made
upon grade and color alone and not
upon staple."
After considering the question of
contracts on cotton exchanges, this
enmmlttae Is unanimously of tho opin
ion that:
Standard Contracts,
“I. Standard contracts of C0.000
pounds should be adopted Inetead of
100 net weight,
"2. That net weight lenderable shall
not exceed 1 per cent above or below
standard weight contracted for.
"«. That actual tare, canvas and
bands (bagging and tie* In America)

"Slnco the excessive amount of
dampness In American cotton nnd the
Inadequate allowance for some under
existing cotton exchange rule* are of
serious Importance to spinners, this
committee I* of the opinion that otepa
should be taken by the various asso
ciations here represented,,with the view
of remedying the evil of excessive damp
and placing-the question of claims, a*
adjusted under the present rules of tho
exchanges, on a more equitable basis
ere, therefore, worthy of encourage
ment by both producer and spinner."
At the meeting of th# sectional com
mlttee having for discussion the ques
tion of closer relationship between
growers and spinners there wee a large

This committee unanimously fnvored
closer trade relations between Ihe
grower end the manufacturer and rec
ommended Ihe extending of the ware
house system In the following resolu
tion. drawn up by Herr Kuffler and T.
J. Brooks:
"Be It resolved. That the Internation
al convention of cotton growers and
manufacturers Is of the opinion that by
clooer trade relations between grower
and spinner a great deal'of the present
expense In handling cotton enn be
saved anil the evil* attendant on violent
fluctuations of the market be mitigated.
“We are further of the opinion that
the extension of the warehouse system
In the Southern state* and the creation
of eelllnv oRices abroad will tend to
bring about closer trade relations."
Equitable tare, plan* for buying at
net weight and the beet methods of
securing Mobility In price were the
topics of discussion In the committee
having charge ot the question of buying
and selling cotton.
Question of Tare.
There waa a division or opinion as to
what should constitute a reasonable
amount of tare. It was claimed by
some that $4 pounds of tare I* suffi
cient, while another thought that < per
cent for tare Is too much. This com
mittee favored burlap to Jute bagging
because It stands the hook better than
the letter. . . „
This committee also had under con
sideration the resolution ot Congress
man Heflin, of Alabama; memorializing
the national congress of the United
States and the parliament of Orest
Britain to Institute such Investigation
of the exchanges as will forever elimi
nate gambling on cotton from the cot
ton trade.
William Dodd, of England, stated
that the British parliament had already
made an Investigation of th* Liverpool
exchange upon the strength of a similar
memorial, and after Ihe Investigation
bad declined to Interfere with Che prts-
