".—Representa tive W. i\ Adamson, of Georgia, In speaking of the financial need of the South, said: "The aid of the treasury and the In- igenulty of capitalists have been In voked to steady flnanrl.il circles and 'avert disaster In business centers. The treasury hn» also been requested to aid banks In handling cotton In the South, where, under the Influence of financial disturbances elsewhere, the crop of the staple which must clothe the world Is being sacrificed at abnm 6" per cent of Its true value; but the treasury has failed to respond to that appeal; "On a basis of current prices of cotton goods, cotton ought to bring from 15 lo 20 cents a pound. The shiatl crop, not more than 12.000.000 bales,, proba bly not exceeding 11,000.000, ought to bring at least 15 cents a pound. These statements are concurred In by all who knew the facts nnd nre not Interested In making contrary estimates. Small farmers In debt can not hold their cot ton. because small merchants who sup plied them also are in debt to small banks, which are being pressed to pay their debts. There are many Investors North, who, having lost In stocks and bonds, hesitate to Invest In securities.
