Jacob Lee Schurman Says
N. Y. Governor Is
Good Official.
Peculiar to Itself

In effectiveness, usefulness and economy,

New York, Dec. 36.—Jacob Lee
Schurman. LL.D., president of Cornell
University, has written an article on
Governor Hughes for the coming Issue
of The Independant, the same being
the first of a series an the leading can
didates of the great parties. After dis
cussing the life of Mr. Hughes, Mr.
Schurman says:
"He knows he Is not essential to the
stats. He does nAt pretend to be a
leader with a mission. He claims only
to be an every-day American cltlsen,
who was accepted for the governor
ship (out of a number of others, any
one of whom might have been choseif)
because of his prominence In the Insur
ance Investigation which he had under
taken, not on his own Initiative, but at
the request of a legislative committee.
•The governor la the chief servant
of the people; he la not the delegate
of a feaudal suseralne, who permits him
to promote personal or directs him to
promote party ends; he la his own mas.
ter, dedicated to a service which
perfect freedom because It satisfies his
own conscience, fulfills the law and
advances the welfare of the paople.
. Disinterested fnd dsvoted service has
been rendered to the people. Like an
other governor—I mean Roosevelt—be
has faced the bosses and beaten them;
like Mr. Roosevelt he has made fitness
and merit the qualifications for office,
and like Mr. Roosevelt he has been a
terror to evildoers In office.''
