Big Kelly
Alfred Henry Lewis reports
t conversation, in substance
and almost in phrase, that
passed between a Tammany
district leader, celebrated in
his own circle for a philosophic
depth, and certain of his fol
lowers.
It relates to the tactics of
the Anti-Roosevelt forces and
their lack of good strategy.
Here are some extracts:
“Say, if you’ve got a ship
to launch you don’t sand th’
ways; you slush ’em down
with soft soap. An’ that goes
when it’s a case of gettiivnd
of a man.”
“Diplomacy is any move
that lands th’ trick—see?"
“Also, it’s exactly what
them Wall Streeters ain’t got.”
“Diplomacy does it; diplo
macy, an’ payin’ strict atten
tion to Teddy’s blind side.”
“What’s th’ use of kickin’ in
the gate, when you know where
a board is off th’ fence?”

Judgi A. L. Miller,'chairman of the
state Democratic executive committee,
arrived In Atlanta from Macon Thurs
day afternoon and Is now registered at
the Piedmont ready to call the meeting
of the committee to order Friday at
noon.
“The meeting la called." tald Judge
Miller, "for the purpoie of considering
the contest In Gilmer county. That woe
the reason fry calling it. and that Is
the question to be considered.
“After It was found necessary to
bring the members of the committee
together again, J Invited Hon. Albert
H. Cox to appear before the committee
and expreBe hie views on the selection
of delegates to the national convention.
So that lx nnother question that will
probably come up."
Judge. Miller said this question In It
self would not have «been Important
enough for the calling together of the
committee, at there had been ample op
portunity for this question to have been
tlon of rule I,
been considerable discussion, Judge
Miller again explained Its meaning us
recently told In The Georgian. He
said the language was clear and meant
that the delegates to (he stale conven
tion would be selected In each county
from the friends of the candidate suc-
resaful In the state, and selected by the
executive commutes In esch county.
Speculation Is rife as to- possible a
tlon of the committee. On about three
questions Interest Is centered: A change
In the date of the primary, a return
to county unit system, and the selection
of delegates to Denver by the people.

WASHINGTON, April 23,-The light
for the big naval expansion program
has practically been abandoned by
President Roosevelt. It was not given
up until after a poll of the senate had
demonstrated that It would be Impos
sible to muster enough votes to carry
It thru. Some hi the administration
supporters In the senate were at the
white houss this morning for s final
conference on the eubject and frankly
told the president the situation.
The president assured them that he
did not wish to dragoon hie friends Into
a hopeles contest. It woe arranged that
the proposition for four battleships
shall he presented and afterward In all
R robablllty a proposition for three, but
is senate conclusion will undoubtedly
sustain tha two battloshlp program of
tbs houss.
Immedlstsly after the conclusion of
Senator Rayner’a speech this afternoon
the senate took up the consideration of
the naval appropriation bill.
