Guatemalan Minister and
Three Others Hurt In
Auto Wreck.

ter of foreign affairs, who Is In
Washington on special mission; Gen
eral Joseph Drummond, a wealthy rot-
tea planter of Guatemala, and George
Starling, chauffeur, were thrown from
an automobile yesterday afternoon and
badly Injured.
The automobile turned turtle at the
south end of the Highway bridge In
Virginia, and the occupants were pinned
under the tonneau. When tha heavy
machine was removed the four insn
were unconscious. They were removed
to the Emergency Hospital, where It
waa found that Senor Barrios had re
received a fracture of the skull st the
base. Hls face was badly cut and
bruised and It Is believed he suffered
Internal Injuries.
He told the physicians when he be
came conscious for a moment that he
hail lost a wallet containing between
13,000 and 15.000 In cash.

bruises.

WASHINGTON, Dee. 9.—The Na
tional Rivers and Harbor* Congress
opened Its fifth annual convention, this
morning at 10 o’clock at the New Wil
lard Hotel.
Representative Russell, of Louisiana,
presided, and President Randell deliv
ered the opening address, after which
Vice President Fairbanks, on the part
of the government, formally welcomed
the delegates. Ambassador James
Bryce delivered an address on the wa
terways of Great Britain, and Andrew
Carnegie urged Improved waterways.
The motto of the convention Is "A
Policy and Not a Project."
The president will receive the con
gress at the white house Friday after
noon at 3:30 o'clock. Governors John
son, of Minnesota; Deneen, of Illinois,
and Smith, of Georgia, will be among
the speakers.
Ths officials of the congress, the
board of directors and the vice presi
dents from the several states, met at
dinner at 7 o'clock last night in the
New Willard. It waa a business ses
sion preparatory to the work of the
convention. Four thousand delegates
are here.
The flrst annual convention of the
Women's National Rivers and Harbors
Congress met today. Mrs. Hoyle Tom-
kles, of Shreveport, La.. Is presiding
over this adjunct to the main congress.

WASHINGTON. Dee. 9.—In a special
message to congress yesterday Presi
dent Roosevelt recommended making
every strong male citizen, between the
ages of 16 and 45 years, subject to mili
tary service.
The present Inw for volunteer service
is declared faulty and Ineffective, and a
new law Is wanted to mobilize an army
at once In case of emergency. The bill
provides tor an elastic organization, and
the president says under It' It would be
as easy to raise an army of two mil
lions as fifty thousand.
No additional expense to the govern,
ment would result. A draft of a bill,
currying out the Ideas of the message,
was Introduced In the senate by Mr.
Cullom.
