WASHINGTON, Dae. 11.—Congress
elll be urged to appoint a permanent
rational conaervatlon committee, em
powered to co-operate with etato com-
mlwlone. by the delegates to the pres
ent Joint conference on conservation.
The report of tho committee on reso
lutions Insisted upon the necessity for I
inch laws as may be necessary to ex- '
tend co-operation, and commended the
policy of separate disposal of surface,:
umber and mineral rights remaining In
lubhc lands. The conference approved
ihe disposal of mineral rights by lease
only, and the disposal of timber rights
only under conditions Insuring proper-
cutting and logging.
Policies particularly emphasized were
that all uses of the waters and all por-
lons of such waterways shall bo treat,
i i, interrelated: legislation for the
development of waters of the navign
Hon water supply and other Interstate
ums preferably Federal appropriations
otherwise by issue of bonds, and more
identlflc research* as to the extent of

A resolution was adopted providing

James Poole, a young man. was
bound over to the superior court under
a 1500 bond In the recorder’s court Fri
day morning. Poole was charged with
robbing the store of X. James at 24
Wall-st. of $108. Poole had been In the
employ of James only three days bsfocs
the night of the burglary, and as he
had the only key to the place In his
possession, suspicion naturally rested
upon him when It was found that the
store had been entered with a key.
Detective Hood, who la working on
the case, testified that he arrested
Poole while playing In a pool room,
this being another suspicious circum
stance. as he had told James that day
that lie had no money at all.
The fruit stand In front of James'
place was also broken Into the same
night. The staple that held the lock of
ihe door was prized out to effect an en.
irance, presumably by the same party.

FOR ESCAPED CONVICT
MACON, Ga., Deo, 11.—Police and
county officials In Macon and Bibb
county are scouring the surrounding
territory In search of Will Mingo, a
negro sentenced to ten years In the
ptnltentlary from Macon for robbery,
tut who escaped from Guard Bran nan
, In Atlanta Wednesday.
.Mingo was found, guilty of stealing
; 1800 worth of diamonds from H. D.
Kaplan and given ten years, and at the
time of hts escape was being taken with
two other prisoners to the coal mines
In north Georgia.

here yesterday at the Commercial Club
for the purpose of organizing the South
Carolina Sea Island Cotton Omwart’
Association. A committee was ap
pointed to frame up a constitution and
by-laws and on January JO the_arganl-
satlon will be perfected.
The sea Island cotton men contend
that the cotton should be classed by Its
grade of yalue and not by brands.
There was taikrof not planting long
•tapis for a while to demonstrate Its
need among the spinners.

An election was held Thursday night
at the armory of the Governor’s Light
Artillery for captain and second lieu
tenant to fill the vacancies made by the
resignations of Captain E. P. King, Jr.,
and Lieutenant Harry W. Stovall.
Captain King resigned to accept ap
pointment as an officer In the Sixth
Field Artillery. United States army, and
Lieutenant Stovall to accept the posi
tion of military commandant at the
Riverside Academy. Gainesville, Ga.
First Lieutenant J. Ed Eubanks was
elected captain and Quartermaster Ser
geant Lewis C. Peeples was elected
second lieutenant, the election being
superintended by Lieutenant Robert E.
Schmidt, of the Gate City Guard, and
Lieutenant A. H. Ltndorme, of the state
medical corps.
Captain Eubanks Is a charter mem
ber of the artillery, having been elected
first lieutenant at the organization of
the battery. He began his military ca
reer In the old Atlanta artillery under
the late Captain George B. Forbes and
has been a close student of the artillery
branch of. the service for a number of
years. During the Spanlsh-Amerlcan
war he was one of the officers and or.
ganlzers of a field battery composed
entirely of Sons of Confederate Vet
erans, but on account of the early
termination of the war was never mus
tered Into the service.
Lieutenant Peeples Is a graduate of
the North Georgia Agricultural College
at Dahlonega and sertfed several years
as an officer Jn the Dawson Guards. He,
too. has been a member of the artillery
since a short time after Its.organisa
