William M. Brandon, Prom
inent Tennesseean, Died
on Thursday.
Telegrams received late Thursday night by
Morris Brandon, of Rosser A Brandon, an
nounced the death in Dover, Tenn., of Wil
liam M. Brandon, hla brother. Mr. Brandon
left Friday morning for Tennessee to be
present St* the funeral on Saturday.
William 31. Brandon was one of the tore-
most figures in the political arena of Ten-
ice. He was formerly adjutant general of
state and in the fierce campaign between
"Bob" Taylor and the late Edward W. Car
mack for the United States senate, he man-

weok. The governor replied to criti
cism* directed at Georgia's policy
toward corporation* and upon hi* return
Friday said he wa* glad of the opportu
nity to deny aome false charge* made
about legislation In Georgia.
Speaking of the good results to be
expected from these conventions and of
the resolution adopted hy the commer
cial congress, pledging protection to for
eign capital Invested In railroads In the
South, introduced by lhe committee on
resolutions of which he waa chairman.
Oovemor Smith said:
'An effort was made at the Southern
Commercial convention to criticise
what was termed legislation advene
the railroads and corporations,
claimed to have been enacted In the
Southern states during the past few
years. As the legislature in Georgia
has been conservative and constructive,
giving due regard to the rights of the
corporations, while Insistence has been
made that they shribld give due regard
to the rights of the people. I, of coune,
objected to any such action by the con
vention.
No Minority Report.
“We expected a minority report on
this subject, but It was not Introduced.
The declaration or address Issued by
the commercial convention presented
very fully Southern resources and de
clared in favor of Inland waterways
and In favor of the Appalachian forest
reserve. It also urged the Improve
ment of dirt roads and the enlargement
ot Industrial training as a part of the
Southern educational system. It de
clared In favor of conservative and
constructive legislation with reference
to railroads and corporations and point
ed out the Inviting Held In the South
for the Investment of capital.
It gave me an opportunity to point
out the fact that the legislation In
Georgia had not consisted of railroad
'baiting.' but had been conservative
and wise; that It was similar to the
legislation In New York and Wtscon<
sin, and that It hod been wiser than
the legislation In either of those states,
the aim here having been to remove
evil conditions and thru enlarged pow
ers of the railroad commission to exer
cise the reaponaibtllty resting upon the,
state In connection with transporta
tion, thereby protecting the public and
giving fair treatment to the rallroade.
Adhere to Policy.
''I told the committee that. In my
opinion, Georgia ehould vigorously ad
here to the policy which has been
adopted. I was glad to have an oppor
tunity to deny tome false charges that
had been made about legislation In
Georgia.
“I feel sure the week’s work In Wash
ington City will be beneficial to the
South and to the entire country.
"Georgia waa represented by a large
delegation both at the Southern Com
mercial convention and at the Rivers
and Harbors convention.
WASHINGTON, Dec. II^The revolt
of- Republicans In the house of repre
sentatives, who want a change In tlio
rules governing the conduct of that
body, has at last taken definite form.
An organization has been effected, a
definite line of procedure mapped out
and a whole subject will be considered
at a conference tonight.
As briefly summarized the Insurgents
will Insist upon changes in the rules
as follows:
First. That the power of appointing
comlmttees be taken ogt of the hands
of the speaker and be veated In a com
mittee selected by the houae.
Second. That two days a week be eet
aside for the consideration of euch
measures as members may desire to
take up from the calendars.
Third. That the committee on rules,
the all-powerful organlshtlon • In the
houae. be Increased from five to fifteen
members.
Just how many Republicans will par
ticipate In the conference Is not known.
Representative Gardner, of Massachu
setts, chief Insurgent, will preside.
