Hold Conference In
Richmond.
RICHMOND, ye., Dee. 16—A 2 1-3-
cent flat rate on all main lines; a rate
to be determined at a conference with
the state corporation commission, the
conference to be held later for all
branch lines; a 2-rent rate for 1,000-
mile books; withdrawals of all pending
litigation and abrogating the agreement
now binding the railroads not to charge
more than a 2-cent rate until the case
reaches a'finality In the United States
supreme court. Is likely to be the action
which will be taken as a result of the
conference now being held by attorneys
representing the railways of this state.
Among thoee present at the confer
ence were President Stevens, of the
Chesapeake and Ohio; President White,
of the Richmond, Fredericksburg and
Potomac; A. P. Thom, general counsel
for the Southern; Henry T. Wickham,
general counsel for the Chesapeake and
Ohio.

‘DRUNKS” NUMEROUS
Clerk Preston remarked after the
adjournment of the police court Tues
day that of the cases he hod docketed
that morning two-thirds of them were
’drunke.’’ ’’The number of ‘drunks' In
pioportlon to ths number of cases Is
the largest that 1 have docketed eo far
this year," he explained. “But I do not
know whether or not to take this as an
Indication that the number of ‘drunks'
will greatly Increase from now on thru
the Christman holidays. Of course
there will be some Increase, but I hope
It will not be In this proportion.”
Mr. Prsston said that the number of
drunks” for December up to date was
comparltlvely small, and much less
than he had expected. It Is a fact that
the number of December cases has been
far greater In the past than of any
other month of the year, but this De
cember promises to be an exception to
the general rule.
So far this December there have been
only 478 cases docketed, compared with
861 docketed In the same period of No
vember. Last year the number of No
vember cases thru the 14th was 739
and the December cases thru the 14th
was 1,175. This shows that the In
crease In December cases over the
number of November cases In fourteen
days last year was 438, while Instead of
an Increase there Is a decrease so far
this year of 73.
