MONDAY, FEBRUARY
|#»p#»ak the senator, the representatives
and the various men of wealth and
high political Influence who were con
victed would all have escaped punish
ment. I hold that such an outcome
would have b^cn in the Interests of the
criminals only.
"Once the emergency has passed, the
need for the detail of the secret serv
ice men no longer existed, and they
were accordingly withdrawn. s But the
hlstorv of these land frauds shows con
clusively the need of having some se
cret service body subject to emergency
detail to departments in which It Is not
ordinarily employed. ,
"Before the secret service was used
in the interior department, as I have
above outlined, the prosecutions for
land frauds were Insignificant In their
results. At that time there was no ef
fective desire shown to limit the use of
the secret service. Then these seem
service agents were used In connection
with these land frauds; and they se
cured the prosecution and conviction of
many men. Influential because of their
wealth or their social or political prom
inence. Forthwith there began an
active agitation against the use of the
secret service, which continued until
the action of the congress last spring.”

He characterizes as "Inaccurate and
