Washington, April 7.—It was said this morning that the Payne tariff bill, which Is scheduled to pass the house Friday afternoon, will not be presented to the senate before Monday next, leading Democratic senator, who asked that hfs name be not given, said today that after the tariff bill reaches the senate It will probably be referred to the finance committee, when the ma jority members of the committee will •pend about three days over it. The Democratic members of * the committee will then be called In and they will take two daye at least In go ing over the measure, in the Judgment of the senator Indicated, the tariff bill will not come lup for debate In the sen ate before April 19. He also expressed the opinion that the hill would pass the senate by the middle of May. The real fight over the bill will be In the conference committee. The house conferees will. It is understood, be Rep resentatives Payne, Dalr.ell and rhamp Clark, the minority leader. It will be reculled that the DIngley tariff bill was six weeks in conference before an agreement was reached. The entire day Tuesday was spent In the fight on lumber and hides. After the effort to secure free lumber had failed, the question of hides came up. An overwhelming majority was mus tered against an amendment by .Mr. Scott, of Kansas, taking hides from the free list and fixing a duty upon them of 10 per cent ad valorem. The barley schedule came In for n lively discussion, and when the bill was laid aside for the day there were pend ing two amendments, the raising of the rate In the Payne bill from in cents to 35 cents a bushel, ami fixing the rute at 30 per cent ad valorem.
