cott:
“The word 'boycott’ at the present
time is no more obnoxious than was the
word 'strike' a quarter of a century »»<>•
Then it was sought thru the courts of |
equity to Invoke the injunctive writ to.
restrain laboring men from organizing \
a peaceable strike, in some instances, i
inferior federal courts granted injunc-
tlons. but they were never upheld in tit*
superior courts of the country. It Is
well settled now that a man, or a num
ber of men. may refuse to continue to
work for their employer, and they may
romblne for the purpose of organizing a
strike. They may advise others to quit
work and Join in the strike, so long as
no contractual lights are Invaded, and
they may advise others not to engage
their services to the employer against
whom the strike Is directed. All this
Is within their constitutions] rights, and
,1s Justified bv their freedom to do those
things which they think will better
their condition. • • *
“I conceive it to be the privilege of
one man. or a number of men. to In
dividually conclude not to patronize a
certain person or corporation. It Is also
the right of these men to agree togeth
er. and to advise others, not to extend
such patronage. That advice may be
given bv direct communication or thru
the medium of the press, so long as it
Is neither In Ihe nature of coercion or a
threat. As long as tile actions of this
combination of Individuals are lawful,
to this point It Is not clear how they
can become unlawful because of their
'subsequent acts directed against the
same person or corporation. To this
paint, there is no conspiracy—no boy
cott. The word 'boycott' is here used
as referring to what Is usually under
stood as the 'secondary boycott;’ and
when used 111 this opinion, It Is In
tended to be applied exclusively In that
sense. It Is, therefore, only when the
combination becomes a conspiracy to
Injure by threat* and coercion the
property rights of another, that tile
power of the courts can be Invoked.
This point must be passed before the
unlawful and unwarranted acts which
the courts will punish and restrain are
committed."

X. H. Kirkpatrick has announced his
candidacy for the office of aecretary-
; treasurer of the Atlanta Typographical
Union at the next regular election, to
be held soon. Mr. Kirkpatrick ia well
known and popular among the mem
bership of his union, and Ills friends
will feel a keen Interest In his an
nouncement. He was foreman of The
Atlanta News until its suspension, and
with his over-courteous and congenial
disposition while acting In that capaci
ty made for himself many lasting
friends who will wish him success.

LABOR MEETING IN WASHINGTON
The meeting of the convention of the
’ American Federation of Labor, held at
, Typographical Temple, Wednesday,
March 31, resulted In Ihe drafting of a
constitution for the new union label
trades department, the election of of
ficers and the adoption of measures de
signed to bring about a uniform label
. for union-made goods of every descrip-
, tlon. There were 82 delegate* present.
Including several women, representing
1.000,000 union members. The consti
tution made provisions for assessments
- to aid striker*.
The union label digest was author
ised to be prepared and printed, cover
ing Ihe labor laws and decisions of the
various states.

Miami. Fla., April 10.—To the end
that a thorough, test of the Everglades
soil may be made, to determine wheth
er It Is adapted to the growth of sugar
i-ane. W. R. Comfort, of New York, ha*
been In Miami for several weeks giving
his personal attention to the operation
of the dredge nt the south fork of the
Miami river, which will ultimately con
struct canals around the entire tract of
10,000 acres, owned by John C. Huylei
and Mr. Comfort.
Mr. Comfort Is president of the Reid
Ice Cream Company, one of the largest
Arms of Its kind In New York, and al-
hnost as well known In New York and
adjoining cities as the product of Mr.
Huyler's candy manufacturing concern.
Thousands of barrels of sugar are used
each year by these two companies, and
It Is their Intention to grow their own
sugar cane and supply their needs for
the product.
This tract was purchased by the two
capitalists over a year ago. for the pur
pose of raising sugar cane and other
products. It is the Intention of both to
grow sugar cane enough to supply their
candy and Ice cream manufacturing
plants. ' •
Already their dredge ha* dug a canal
three-quarters of a mile long, twenty
feet wide and six feet deep. A quarter
of a mile of this canal was dug thru
■rock.
.Dikes will be built on the south bank
of the main canal and the other canal
will circle the area to be drained and
connect with the main canal.

Want Roads Improved.
Montezuma, Ga„ April '10.—Owners
of twenty thousand seres of land went
before the commissioners of Houston

for better highways In the Fourteenth

New Hotel at Lexington.
Lexington. Ga„ April 10.—Lexington
now has a new hotel, under Ihe name

G. O. Stevens, of Sandy Cross, who

Rome, Ga., April 10.—A petition In
voluntary bankruptcy was filed before
Referar W. 8. Rowell here Friday by
J. J. Burba, of Cedartown, who has been
doing business under the name of the
Rome Supply Company. The schedule
of the bankrupt shows assets of 19.-
380.98, ahd liabilities of 37.870.8. Thru

nance will be adopted requiring the
Rome Railway and Light company to

Is Adjudaed Insane.
Cueseta, Ga., April 10.—J. C. Llbscy.
55 year* old. a farmer residing eight
mile* west of Custeta. on the cusseta
and Columbus road, was tried here on a
charge of lunacy and was adjudged to
be Insane.

San Francisco, April 10.—Eleven Ju
rors have been secured in the trial of
Patrick Calhoun, head of the United
Railways, charged with bribery. The
twelfth man has been accepted tenta
tively and will be examined Monday.

the census bill yesterday Senator Wil
liam Alden Smith, of Michigan, said

Pastor Forced to Resign.
Washington, Ind., April 10.—The Rev.
E. Davidson, pastor of the Flint

against him by Miss Laura Clark,

action of the Mount Lookout colliery of

St. Louis, April 10.—Salvatore Fer-
lossa hated Louis Macalusn with a

lossa last night shot Sam Macalusn. a
kinsman of Louis, five times. He said
that was his revenge.

Monticello, Ga., April 10.—One of the
handsomest granite shafts that has ever
been built In the South, to the memory
of the* Confederate soldiers, will be
erected In Monticello by the local chap
