Adjutant General Scott Has
Plan For Improving
Marksmanship.
in order to Increase the efficiency and
marksmanship of the ride teams of the
various Southern states, and especially
of Georgia, Adjutant General A. J.
Scott favors the organization of an In
terstate rifle association, to Include sev
eral Southern states In close proximity
to Georgia.
General Scott's Idea is that if Inter
state shoots could be held each year the
men would become accustomed to com
petitive shooting matches and would
consequently be in better trim for the
national shoot.
"I believe that the organization of
such an association w'ould be of inesti
mable benefit to the service,” said Gen
eral Scott In discussing the suggestion.
"The fact that the Eastern states have
such associations nnd participate an
nually In state ride contests makes it
dldlcult for Georgia, or any other state
sot having this practice, to go into
these contests at the national meet ami
get away with any sort of decent show-)

Building permits for the month of
August, 1909, as compared with those
of the corresponding month of last year
show a gain of $21,990. This was de
termined Tuesday morning when a
compilation of the figures of the two
months was made by City Building In
spector Ed R. Hays.
The number of permits Issued this
year were 338. as against 395 in Au
gust. 1908. Altho a larger number of
permits were issued last year, the per
mits for August. 1909. show an in
crease over the same period last year.
Permits for the eight months of 1909.
ending August 31, show an Increase of
about $200,000 over the corresponding
eight months of last year.

the seat of Henry county, today fought
ill'- most h-oviTc lire in its long history,
according to dispatches Just received.
The fire started at 2:30 o’clock in Bor-
durant's livery stable and spread to all
the other buildings on that side of the
maliK square. At 3 o’clock the ex
change of the Cumberland Telephon
Company was destroyed and reports at
4 o’clock from Eminence, four miles
from Newcastle, were that the blaze
was mounting higher.
ATLANTA AVIATORS
Members of tlie Atlanta Aero club
will meet, with their friends. Wednes
day evening at Schwartz & Bliem's
German cafe on South Fryor-st., to
discuss further plans for perfecting the
organization of the club, begun some
months ago.

permanent organization, but also defi
nite steps toward the planning and
building .of not less than three aero
planes or other types of heavier-than-

The question of whether the county will
build the proposed four-foot newer from tho
end of the present Butler-st. sewer to the
north line of Piedmont park, a distance of
6,000 feet, wns referred to the public works
committee of the county bonrd nt Its regu
lar monthly meeting Wednesday morning.
This committee will hnve power to act
nfter Investigating the situation. A reso
lution was also passed urging the commit-
tee to do the work. If consistent with work
already In progress, and further that If the
work should be done. It should be charged
un taJhat. section of tho city, If the county
should in the future do other work in the
city In co-operation with the work the city
will do under the proposed bond Issue.
The cost of the material* of the sewer
will be borne by E, I’. Ansley, not to exfl
reed $10,000, nnd the city will retain nn op
tlon to buy the sewer, when It has tuffl-
dent funds. This action was taken by a
meeting of council Tuesday afternoon.
A committee of the council, consisting
of Councilman 8tevo Johnston, chairman:
Councilman F. O. Foster, J. T. Wright and
B. Lee Smith, presented the matter to
the commissioners.
A lengthy petition was presented by J.
J. Spalding requesting the commissioners to
double the force of convicts now at work
widening Peachtree road to Buckhend and
to extend the work to the DeKalb county
line, completing the work It possible by

Eight bids tor the erection of the new
alms house bulldlugs were received and
opened. The bids ranged from $58,000 to
$37,000 for the white building, and from
$30.000\ to $18,000 for the negro building.

the increase In weight and better spinning

tifies to an enormous absorbing power of
the world for cotton. This season’s outlook
points a loss of nearly two million in quantity
of balsa, lighter weight of bale* and a loas
of the exceae in aatiafying quality, owing to
