revenue collector’s office of the *xcl«e
tax, commonly spoken of as the cor-
pnr&tion tax. which applies to all cor

ciations and chartered companies. These

returns of their gross and not receipts
for the calendar year of 1909. The
penalties for negligence are fines of
50 and too per cent of the amounts of

the exhaustive Investigations pursued
In tWs country and abroad under the
auspice* of the National Monetary
commission—"The History of Banking
In Canada,” by RoellfT M. Brecken-
ridge. whose work on that subject, pub
lished some twenty years ago. has long
been recognized as authoritative. Thb
monograph grains Importance from the
fact that the Canadian banking system,
with Its highly developed organization
of branch banking. Its large freedom of
note Issue and Its circulation-redemp
tion fund, has for many years attracted
attention In this country. Home stu
dents of our hanking problems have
advocated the adoption of* similar ar
rangements In the United Staten, and
tbe National Monetary commission has
consequently made a comprehensive In
vestigation of the history and actual
operations of hanking In Canada.
In this monograph Mr. Breekenridg*
has brought tbe history of Canadian
banking down to tlie present time and
has dlscussod fully tbe chnnges And
developments which have taken place
since tho date of publication of his
original volume. The monograph .1*
replete with facts and statistics show
ing the growth and present condition
of the Canadian banks. \
The banking system of Canada. Ilk#
that of other countries, has been tho
result of a process of evolution and
experiment In the effort to establish •*
system that would meet local condi
tions and requirements. Mr. Brecken-
rldgo traces this development from the
earliest efforts to Introduce the prac
tice of hanking Into the British North
.American provinces in the eighteenth
century to the most recent banking leg
islation of 1908.
Problem Not Complicated.
The Dominion of Canada was organ
ized in 1867 by the union of the vartou*
■>rovlnces, and exclusive legislative au
thority over all •matters pertaining to
banking, currency, coinage and cognate
subjects wan, by the act creating the
Dominion, conferred upon the parlia
ment of Canada. Tho separate prov
inces have no jurisdiction over these
subjects, and there la, therefore, only
one legislative body In the Dominion
Authorized to deal with backing ques
tions, and there is only one type of
commercial bank. The problems of
banking there are not complicated a*
they are with us. where alongside of
7,000 hanks organized under pat Iona!
laws there are sum© 18,000 other Insti
tutions organized under the varying
laws of the 46 states of th© Union.
After the enactment of certain pre
liminary legislation the Dominion par
liament passed the bank act of 1371,
which, with subsequent revisions, now*
constitutes the fundamental law of. all
banka doing business In f'anudm. Jn a
few cases special provisions were made
for hanks doing business under royal
charters ami for a few others where
particular conditions made the general
act inapplicable.
Branch Banking System.
Mr. Brockenrldge shows that the Ca
nadian system la In many respects
simitar to the Scotch bonking system:
It Is primarily and fundamentally a
branch banking system. There are to
day, It appears, only 29 banks in Can
ada, and nineteen of that number have
their head offices In Toronto and Mon
treal, their branches, numbering more
than 2,000, being distributed from the
Atlantic to the Pacific, Into the Tukon
country. and even Into foreign coun
tries. Of the parent banks, however,
there are not more than three with
head offices west of Ontario.
The authorised capital of any bank
organized alnee 1890 Is required to beat
least $600,000, of w’hlch at least $250.-
000 must be paid In cash befor# the
hank i* authorised to commence buxi
nes*. Each bank may issue Its notes,
payable to bearer on demand and in
tended for circulation as money, but
the total amount of notes of any bonk
in circulation could not, prior to the
amendment of 1908, exceed the unim
paired paid-up capital of the bank. B$
the amendment of 1908. which grew
out of the emcigency Issues of Do
minion (or government) notes during
the American panic of 1907, a bank. In
addition to It* regular circulation, may.
during the usual season of moving th*
crops—that Is. from the first day of
October In each year to the 5I*t day of
January next ensuing—Issue Its notes
to an amount not exceeding fifteen per
cent of he combined paid-up capital
and reserve. These additional not—<
are subject to a special tax at a rate
not exceeding live |»er cent per annum,
fixed by the governor In council.
Stockholder* Liable.
The payment of the notes In case of
failure of the Issuing bank Is secured In
several ways. The note* are a first
Hen upon the assets of the bank; each
stockholder Is liable for any deficiency
in the assets to an amount equal to the
par value of the shares held by him, In
addition to any amount not paid up
thereon, and there f* a "hank circula
tion redemption fund,” In charge of tha
government, which Is contributed by
the banks. Each bank Is required t*»
keep to Its credit In this fund 5 per
cent In cash upon the average amount
of Its notes In circulation from year to
year. In case of suspension of pay
ment. the notes of a bank draw Inter
est at the rate of 5 pet* cent per an
num from the day of suspension until
the date named by notice when they
will he redeemed. When the clrcula-
tlon fund Is depleted from any cause,
a call Is nmde upon the banks to re
plenish It at a rate not exceeding on©
per cent per annum of the bank's cir
culation.
