Emperor William Visits Architects.
Berlin.—Emperor William attended
the annua] meeting of German marine
architects yesterday and congratulated
Director Frahm, of the Hamburg ship
building firm, on his Invention to pre
vent .ships from rolling. He expressed
the hope that the new device would be
introduced In all ships Herr Frahm
read a paper before the society de
scribing his invention and Illustrating
with a model Its proposed operation.
The apparatus consists of U-shaped
tanks extending thru the holds or the
vessel from port to starboard. These
admit -water, which rises and falls as
the shin rolls, the effect, being to over-
rhythmical movement of the
ship.
The tanks have been tested on two
steamers plying between German ports
and Buenos Ayres. These steamers In
rolling showed a list of eleven degrees
on either side before being quipped
with the tanks. With the latter In use
the list was two degrees. The passen
gers found that the invention added to
their comfort by steadying the ship.

Mayflower arrived at Fort Monroe to
