Mr. Hill’s appointment also leaves
open the chairmanship of the commis
sion, and C. Murphey Candler, author
of the bill to raise the salary of the
chairman from $3,600 to $4,QOO,will head
the reorganised commission. No elec*
tlon will be held until Mr. Trammell !g'
sworn In, but Mr. Candler will be elect*
ed then.
Mr. Candler Is a Smith appointee
having been named ln 1909 to succeed^
Fuller E. Callaway, resigned. He warn

thor Of the bill Increasing tho member
ship and powers of the commission.' In
19X0 he was elected for the short term,

tion. Educated In law, he has had a
leaning toward tho bench and has often

ship. He is the grandson of Hiram
Warner Hill, one of the three first
Judges of tho supreme court when It
was organised in 1845. The other two
were Judge E. A. Nlsbet and Judge
Joseph H. Lumpkin, grandfather of
Judge Joseph H. Lumpkin, now a
member of tho supreme court.
