Washington, Nov. 4.—Fourteen states
In the South and Southwest today were
placed under cattle quarantine by Sec
retary Wilson. The prevalence of Tex
as fever among the cattle Is the cause.
The states quarantined are Georgia,
Alabama, Florida, North and South
Carolina, Virginia, Tennessee, Missis
sippi, Louisiana. Arkansas, Missouri,
Texas, Oklahoma and California.
In the above states the removal of
cattle Is prohibited except for Immedi
ate slaughter, and then only upon a
certificate of a*government official.
Dr. E. M. Nighbert, governmen? ex
pert who has charge of the cattle tick
eradication in Georgia and South Car
olina and whose office is in the Fed- J
eral buildtng in Atlanta, says that this;
order does not affect the counties of
Union, Stephens, Towns, Rabun, Hab
ersham and White, in Georgia. The
quarantine on these cpuntles has been
removed since Dr. Nighbert began his
work in Georgia, and six other counties
have been partially removed from the
restrictions.
In the counties of Hall. Banks,
Clarke, Hart, Quitman and Greene, cat
tle can be removed upon a certificate
Issued by Dr. Nighbert or one of his as
tistants
The work of eradicating cattle tick in
Georgia Is progressing ns fast as could
be expected. Dr. Nighbert has the co
operation of Dr. Peter F. Bahnscn, state
veterinarian, in his work.

Putting Out a Burning Oil Well

A hurning oil well resists all ordinary
efforts to put It out. Burning solids—
wood or coal~*may be extinguished by wa-
r, which cools them oft suddenly and
prevents access of the oxygen In the air,
on which they depend for their combus
tion. A fTame fed by a constant supply
of liquid fuel can be dealt with in this
way only when it Is very small. Cover
ing it with an alr-tlght hood to smother It
as a candle Is put out with an extinguish
er, Is Impracticable, altho It would
doubtless be effective. A good method Is
to remove the fuel supply, and-this is
precisely what was done in the case of
n "gusher” In Louisiana which recently
caught fire and was turning valuable
property Into smoke at the rate of a
thousand dollars on hour,. _.The diversion

"After burning nncontrnii*»<i for 25 days
and defying all efforts to extinguish It by
usual means, a monster oil-gusher in
northwestern Louisiana -was recently
conquered by a daring gnd Ingenious
method, Involving the construction of a
tunnel over 200 feet long, and the making
of a connection with the well-pipe, or cas
ing. underground. One life, was lost and
three men were seriously Injured in the
explosion which occurred, presumably
from the explosion of gas, when the well
caught tire, and hundreds thousands of
barrels of high-grade crude petroleum
were consumed while the tire raged. The
work of subduing the flames was accom
plished without accident or Injury to any
ect below the surface, on account of
the Intense heat the last 50 feet of the
cut was extremely difficult; only two
men could be worked at a time, and they
had to be relieved by fresh shifts every
30 minutes."
The vertical pipe, thru which the oil
was flowing, having been exposed, a horl-
xontal branch was attached to It and a
hole was drilled Into the oil pipe Inside
the branch, to divert the stream. This
was expected to take away enough fuel
to allow the remaining fire to be put out
by steam, but the flames still proved too
stubborn, until some one thought of the
clever Idea of pumping water Into the
well, Instead of drawing the oil out. It
was done as follows:

caped In the same time thru the 6-inch
pipe extending to the tunnel’s mouth: but
much oil got by the scorn cutting tool,
to feed the flames too strongly for the
steam lines to snuff out.
"The next move was to connect two
line- pumps with the outer end of the
4-lnoh pipe, and by this means water was
pressed Into the well at a pressure of
1.200 pounds to the square inch, against
the natural pressure of the oil and gas
In the well, which was 900 pounds to the
square Inch. The water escaped thru
the 6-Inch well casing to the top and very
nearly extinguished the Are. For the

and cut off the flow of oil underground.
Thix plan was carried out with complete
success In fourteen daj’s’ time.

After the well had been put Into com
mission again a test of its capacity
showed a flow of 2.000 barrels an hour—
or at the rate of 40,000 barrels a day. This,

the largest producer of high-grade petr
leum in the history of the oil Industry.

are so many unjust laws enforced and

such? A poor drunk mart Is arrested
and fined for being drunk, when the
city,licenses people to sell the cursed
stuff. Are such proceedings just?
People are arrested for some foolish
thing, while greater crimes are winked
at. We wonder why so many go to
ruin so quick, when If we look Ave see
that the government of cities and states
license and allow people to keep open
places which cause many to become
drunkards and sink as low as a man
can and finally many times go to an

tache and rather fierce ways, and older,
and who never was a Harvard under
graduate. seems to come much nearer fill
ing the bill. Surely It would have been
more natural to begin with him. But per
haps the idea was to show that the ladies
were so much in earnest that all candi
dates looked alike fo them. There may
be something in that.
We are interested because we want to
know whether the English methods, how
ever applied, are going to work well in
this country, and whether they are going
to be adopted extenslvfly. A lot of i
ground has been won for woman suffrage
on thla fide without much use of them.
Knough atates have been carried to give
It a pretty fair trial, and that Is more
substantial than anything yet won In
England. The opposition to It does not
seem to be very bitter and savage any
where. We doubt, therefore, whether an
access of violence In the demand for it
would really be good politics.
