Secretary Cobb.
The finnuoiel crisis which inn come upon
this country, io likely to bo met by Mr.
Cobb id ouch manner u to make his ad.
ministration tho moot prominont and bril-
liant undertho Subtreasury system. lie is
a man of cloio judgment, rory practical
and prompt in carrying out tbe convictions
of bis mind. Few other men would haw
been so prompt to throat: into circulation
the large amount of specie which lay idle
in the vaults oftlio U. K. Treasury. But
the country needed it. Mr. Cobb immedi
ately saw and recognixod the necessity
and immediately acted. The result of hig
notion thus far has been so clearly stated
by the New York Tima that we publish
the article in fall:
The Secretary of the Treasury has done
tbe community of merchants, bankers and
other bnsineu people ureal service through
the present trial in money affairs. Ue has
promptly and studiously for thirty days
- past, shaped tbe government disbursements
to the largest measure of pecuniary relief.
We have soldom known a public functiona
ry, under similar circumstances to mani
fest so much practical sympathy. Wo had
occasion early in July to commend the
timely disbursements made from the New
York Subtreasury, when it was anticipated
. that the first accumulation under tbe now
tariff might work inoonvenienco to tbe
bankers. But the measures taken since the
elote of August baw boon doubly valuable,
and ought not to fail of improper commen
dation.
On tbe 24th o( August, when tbe panio
began in this oity by tbe failure of tho Ohio
Trust, the Snbtreasnry bold twelve millions
and a half of dollars in gold of tbe twenty
two and a half millions in tho city—tbe
banks having lost heavily the previous
week by export to Europe. Seeing that
our banks would be greatly strengthened
by concentrating tbe Government disburse
ments at this point, and by promptly audiu
ing and paying tbe special and general ap
propriations of Congress, which were mads
to take effect after tho 1st of July, Mr.
Cobb has reduced his balance in New York
to the amount oft2,7&0,t)(t6, nearly every
dollar of wbieh went into bask. Tbe eon-
sequence is that to-day tbe position of the
specie held by tbe Snbtreasury and the
banks is completely ravened, and the lat
ter afforded the utmost relief the Seoretary
oouid arrange under the luw.
These dlsbnnements will be rapidly oom
.tinued. Mr. Cobb determined, a few days

are sent in forthwith for redemption. His
desire is to distribute bis balances, as far
as they can be appropriated to this object,
to tho hast pnblio advantage, and at tbe
earliest day possible to afford relief.to tbs

to tbe 1st of Kowmbar bo will continuo to
pay ilgteon per oent premium and tbe ae»
ofued interest for tbe bonds and certificates
of 'loan, of 1857—48, After that daj he
will rednoe the premium to fourteen per
oent. One or more of our leading Savinge
Banka, we learn, will avail of thia notion at
oooe, and having tha opportunity to rein-
vest in New York Stateetooke to advantage,
will lend on their United States bonds and
oertifieataa for tbe bigber premium. The
operation will bo equal to ao raneb .gold
transferred from the Sub-Troasury to aotivo
banking

mails of the Steamship Texas, Capt. Forbes,
from Yora Cruz tbe 21st init. Th* Texts
is still detained at Quarantine, though we
are gratified to learn there is not a single
case of siokness on board.
Dates Irom Vera Crux are os late as due;
to the 10th from the Capital.
The Federal Congress met on the 14tb, in
what is called the preparatory session; for
ty five members present. The regular ses
sion was to open the 10th, with great cere
monies ; tbe new order of things inaugura
ted by the new Constitution, going into op’
oration on that day. At last accounts, six
ty-seven deputies had arrived in tbe city.
The Stylo Announces that the colonisa
tion contract ontored into by Con. Goicou-
ria, with tho Mexican Government, will at
once bo carried into effect, and that the
colonists are expected to arrive the begin
ning of Oatoher.
According to the Trail d' Union, one of
the aesassins of San Vincente, recently ar
rested, has made important revelations
concerning this now celebrated event, out
of which has grown all the difficulties with
Spain, completely exonerating Gen. Alva-
ret from any complicity therewith
charged.
It was reportod at the Capital that the
notorious chieftain, Antonio, who bat given
so much trouble to tbe government in the
South, had been shot by his equally noto
rious comrade, Vicario, the former baviog
been caught in sccrot correspondence with
Alvarex
The eeolesiastical difficulty at Puebla
had proved of a most serious charaoter, and
bad been ended only by the interposition
of the aatiunal arms and tbs arrest of a
large number of citizens. Disturbances of
similar and political charaoter had taken
place throughout the Repuhlio. Sereral
arrests of a political charactor had b"in
mado at Vera Cruz.
The State of Sonora bad again been
thrown iuto violent excitement by rumors
another filibuster invasion from San
Francisco. The commanding Gen. Pesqni
ora had published a proclamation calling
the whole State to arms, and threatening
the invaders with death.
The movements of the filibuster* them
selves, if any there be, are cot Tory clear.
Ona account notices their arrival in Lower
California, another in Sonora. Tbe pro
clamation of Gen, Peequiera gives no defi
nite information. He, however, pretends
have reliable information that such an
expedition hovers in tbe vioinity of tbe
State.
A revolution of a somewhat formidable
charaoter bad broken out iu tho State of
Gaudalajara, and was still progressing at
hut accounts. As to ths progress of the
revolution in Yuoatan we bare no intelli
gence in the papers before us. It is stated,
however, that the neighboring Territory of
Tabasco was still quiet, from wbieh we in-
