Bxltndtd Arrangement* for Procuring Eu> ropcan Ann —AVw York, Oct. 9.—In con- sesuence of the temporary failure of the Atlantic telegraph cable, the New York Asiociated Press hare decided to employ a substantial ntws yacht at Newfoundland for the purpose of boarding, offCape Race, all the steamers from Liverpool, South ampton, Havre. Bremen, • Glasgow, Ate, Ate..; and in this enterprise—so important to the whole public of the United States and British American provinces—they hope to receive ihe hearty co-operation ef all the owners and commanders of the lev- eral steam ship lines now established. If the press should be seconded in this ar rangement by the commanders of steam ers, there is no reason to doubt but that they will be able to obtain the news from a large majority of the steamers passing within ten or fifeen miles of Cape Race, and by avaiiiDg themselves of the Now York and Newfoundland JTelegraph line, which is kept in admirable order, they will b« able to spread the European nows before thu public in about fix or eight days after it leaves the Kugdsb *hOrc.
