ritorial Leglilataro of Kansas, entitled “an
act to regulate elcolion*,” it it made the du
ty of the Secretary to examine, tbo return*
in fhe' presence of tho Governor, and to
"glv* to tho person haring the highest num
ber or votes in their respective districts otre
tificates of tbeir eleotfon to the Legislative
Assembly.
Under these two provisions of tho laws
prevailing in this Territory, the recent geo-
oral election lias presented for the joint con
sideration of tho Governor and Secretary, a
question cf -tho gravest importance, not on
ly to our own people, bat afro to those oi
the whole Union. This question arises upou
the extraordinary returns made from tho
precinct of Oxford in the eounty of Juhn-
son. What purport* to bo the return of
tho election hold at that precinct on the 5th
and 6th lost, have been reaeived by the Sec
rotary, containing 1,628 names of pretended
voters, or nearly ooedmlf the Dumber given
in tba whole Representative District. The
disposition to be made of this supposed vote
ia rendered all Important by tbo foct that
the political character of the Legislative
Assembly will be controlled by the addition
of three Couneilmen and eight Representa
tives. to the itrength of one party or the
other, according to tho adoption or rejection
of the returns in question.
In point of foct, it is well known that
even the whole oounty of Johnson, compriss
ing, a* it docs, part of an Indian Reserve,
which, upon examination of the law, wo find
is not yet subject to settlement or preemp
tion, oan give no such vote os that which is
represented to have been polled at this in-
considerable precinct of Oxford. But while
this unofficial knowledge, well-eetablisbed
end universal as it may bo, could not become
the ground of decision and action upon elec
tion returns, in themselves regular and au
thentic, the legitimate effect of an apparent
enormity. sueE as that in question, would
necessarily be to induce a close examination
3. its paper presented, and to require for its
acceptance a period compliance with all the
essential provisions of the law. Such im
partially made, has brought ue to tho con
clusion that the returns from Oxford precinct
in Johnson county must be wholly rejected
for the following reasons:
1. It does not appear on the face of the
document presented to us, or in any other
manner, that tho judges of election took the
oath imperatively required by the statute,
to secure the “impartial discharge of tbeir
duties according to law."
2. It does not appear that the paper pre
sented to us was one of the two original
poll-books kept at the election, as required
by lew ; but! ob the contrary, it dees appear,
from unmistakable internal evidence, that
tho paper is either a copy of some other
document, or has been made up for tbo oo-
casion, and ia not the genuine record of the
votes taken at the election. The law re
quires one of the poll-booke to bo returned
to tho Secretary, the other to be deposited
w in the Clerk cf the Board of Ccmmis-
siooers of the proper county.
3. As the vote of each elector was to bo
recorded for each one of tbo 22 candidates,
and in more than a 100 cases, for 25, and
that by a nra rocs vote, it was a physical
impossibility that the number of votes pre
tended to have been taken on the second
day, being more than 1500, with the name
of the voter written, and each of the 22
candidates properly designated, could hare
been taken and recorded within tho time
prescribed by law. —
4. It is is an extraordinary fact, lending
to throw distrust upon the whole proceeding,
that of the 1,623 votes, only one is given to
the delegate elect to Congress; and only
124'ore recorded a? having been cart for the
local candidate? of the township.
Influenced by those considerations, and
improsed with the grave responsibility rest
ing upon u? in regard to the fairneea of the
election, and iu freedom from ail fraud sas<
ceptihle of detection and prevention within
the scope of our duties, we deemed it essen
tial to truth and justice that we should a:

In the course of our journey to and from
Oxford we passed over much tbe larger part
of the country of Johosoo, and we became
thoroughly satisfied there is no population in
tbe whole country from which more than
one third of the vote of that single precinct
could have been given. We learned that
some very few persona having cabins on the
reserve in Johnson''county, and ciaimiug a
residence therein, tboogh generally absent,
had voted at some of tbe precincts in the
county; but w# are convinced that a very
tocociiderable number, not reebieg, we be
lieve, cne hundred, of Missourians or other
persons bat ing 00 admitted right to vote,
did claim or attempt to exercise the right,
anywhere within that county. Tbe people
of Missouri cannot be justly charged with

Qnat Britain.—The American bark War
den, boand from Newport, Wales^to Boston,
with a cargo of railroad iron, waa wrecked
on Santon Sands, near Barnestable Light
house, on the 9tb inst The oeptain and
three of the orow were wasbed ashore on
piece* of the wreck, but tbo eaveq other men
composing the crew were drowned. The
body of the chief mate, the eon of a wealthy

The annual meetings of tbe United King
dom Temperasoe Alliance bad been held in
Manchester, and tbe proceedings generally

Mr. Neal Dow and the Bev. James, of Amer
ica, took port in some of the meetings, and

Mr. Ten Broeck has won another race at

Queen Victoria and tbe royal family left

made its appearance in the village of Strat
ford, near London, and that within a few
days seventeen cases had occurred and seven

“ bottle story," receotly referred to as har

The Maritime Prefect of Brest has
transmitted to the Minister Secretary of
Stats for tbs Navy and the Colonies, a note
writteeo with a pencil in English, and which
was inclosed io a glass bottle, found on tbs
14th of September, 1857, on the Stand of
Melon, in tbe Syndicate of Porvptrier, De
partment of the Finietsr*. Great intereel is
attached to this note, which appears to have
been writte n by a passenger on board tbo
American steamer Pacific, supposed to be
wholly lost, with all hands, in 1856, and we
tbink it therefore oar duty to publish its
contents verbatim.
“ 'Steamship Pacific, Eidridge, commander,
Smith paseenger. Steamship Pacific run
between two icebergs. All hand? lost. On
the 1st uf April, 1856. Just going down, 9
p. m.
“ The word April is writtsn over a word
eilaccd, fur ths author of tho note had first
commenced with a capital U.,a? if about (0
write March.”
Portugal.—Lisbon dates are to tho 8tb of
October. The yellow (or typhus) fevsr bad
spread to other parts of the city; and tbs
number of cases bad increased to about one
hundred and fifty-onc a day, and the deaths
to thirty-five.
Letters from Lisbon state that a financial
crisis bad manifested itself there.
The populace were dimatisfisd with the
sanitary measures of tbe government, and an
outbreak was anticipated. Robberies had
already commenced.

certeining whether by these valid objections

have the effect of defeating the will of the

Sir:—At intervals, during thirty years past, uiy
wife has been subject to rheumatism of tho most
violent cast—[say four times a year]—so severe
u to make it necessary to administer large doses
of tho tincture of guiacum and morphia, and to
rock her like an infant in a largo rocking chair,
to induce any reposo. Having frequent corros>
pondence with ray son, )No. 103 Chostnut street,
of your city,) I informed him of an attack she
had about tho middle of last month, [January,]
which was of such severity us to completely par*
alyse the system. He, iu his anxiety for his
mother's welfare, sent mo a bottle of your Elec-
trie Oil; but as I am one of the practitioners of
mcdicinoin this place, and not aproselyto to any
kind of patent medicine, I did hesitato to give
it m trial; however, on reflection, I conc[udod to
try it, which I hid et periiona, directly up to the
letter, and after the third or fourth application

of tho bottle was used, not a single vestige of the

fourteen miles without a renewal of any of the
