H. Dawson delivers his promised Lecture tonight at the City Hail, commencing at T o'clock, in aid of the Mount Vernon Association. The Metropolitan correspondent of the Augusta Constitutionalist, thus notices tbs address of Mr. Dawson : •On Saturday tight, Mr. Andrew II. H. Piwsua delivered ia the Representative ‘ Chamber, his very eloquent and cheats ad dress upon the Mount Vernon Association. In my letter to-morrow or next day, I shall give a synopsis ef the address, Ac. I will merely say here that it ie an elegant liters reproduction, and peculiarly appropriate to Mount Vernon Association. Although the notice wes brief, end the attention of our community divided by sev eral assemblages of different kinds, quite a respectable audience listened with marked attention to tha eloquent address of A. □. U. Daw,'00, Esq. on last Wednesday even ing, in behalf of this Association. We find in tha MilledgeviUe correspondence of the Augusta Constitutionalist a brief outline of Mr. D’s lecture; and tt the following, as we concairs, presents a most attractive fea ture in this patriotic enterprise, we transfer it to our columns. The authorised note issuer of Scotland amount to £3,087,239. Be - yond tbit tots! not s note can be put out, except against gold. At the last return, the circulation was £4,051,930, being £964,000 in excess of the fixed sum, hut specie was held to the amount of £1,573,- 546. The uncovered paper currency was therefore £3,477,069, and the gold sent hence to-day and yesterday, is consequent ly nearly equal to 50 per cent of the whole. ConuJerabie quantities, it must be remem bered, had been sent previously, and further pareelj. it ir reid, will be forwarded to-mor row, although it seems scarcely possible that more will be required. If the run consisted simply of the note, holders it would be altogether improbable that the existing supply would prove inad equate, but depositors are contributing to the panic, and a large number of these also claim specie. Nevertheless, whatever may be the demand on the Scotch banks, it is plain their powers of drawing upon us must be simply to the extent ot the credits they have open, the Rank of England notes they may be able to collect, or the funds they can realize by sale* on the stock ex change. On the entire deposit: which they hold, and wbich are estimated at more than thirty millions, only a very moderate proportion is available in this' way, As far as London it concerned, therefore, the movement now uking place has no vague terrors. For the moment it creates a moat annoy ing aggravation of cor trouble!, but as it cannot go beyond a certain point, an 1 even at the wont is not a withdrawal o! gold from the country, the Bank of England can meet it with a bolder manDer and with more indifference is to the temporary effect it may have upon their reserve than would otherwise be the case Unfortunately the difference between Scotch and English law which have so long been permitted to embarras the intercourse between the two countries are most prominent on all finan cial points. Bank of England notes are nor a legal tender in Scotland, and thus it is impossible even to lessen partially the inconveniences of the case by sen ding the required remittances in that form The fact of about two thirds of wind was routh*wvst with moderate weath er. About 10 o'clock at night it hauled round to tho north, and increased till 19 o'clock to a perfect hurricane, accompanied with snow, when the beat was carried away from the davits, and the captain ordered the vessel by the wind. About 2 o’clock on Thursday morning, w hile tho vessel was on der lose reefed canvas, the fore gaff was Car rie 1 away and the foresail split to rib bons. The wind about tho time veered around to the Northwosr. and the decks and rigging were completely coveted with ice. As tho co'd increased it was deemed tho only safe oourse to let the vessel run before the wind —thosetm-n beiug completely paralysed with cold, for the sea made clean breaches over her, carrying away everything movea ble on deck. About 10 o’clock tho vessel struck about one mile Eastjof Grand Gala- met Cre;k, and almost immediately “broke hsr back” aud filled with water. The cap tain and crew immediately took to the rig ging—where they remained allday—and at night they came down and spent the night un tho quarter deck lashed the spare. And what a nirlit that was to these poor ma rines .' Every one wet to the skin—and their clothes frozen stiff as a jointless coat of mail—without food, fire or nourishment of any kind—and the sea constantly break- i: g over them—wa- it to be expected that flesh and blood could stand that ? Friday oruing two of the crow were found dead—frozen stiff, and the Captain and a seaman all but perished. About 9 o’elo 'k. the mate, Uej. So far’gone were they, that they could neither eat nor drink till' Satur day morning. Had they remained an hour longer exposed to the elements, there is little doubt but they also woo'd have perish ed been threatened. Such movements, how ever, are more evanescent and moro easily met then those of larger capitalists, and if these should not take fright, the whole af fair will probably bs of short duration, it appears that the rate of allowance of the Scotch banks for deposites througho :t all the recent afivance in the money market, has not been raised above 4 per cent., al though the changes in the rate of discount have ^eptpice with those of the Bank of Englana. indeed they were recently char ging 8J per cent, when the L ndon rate was 8. It ts no, because the bank did not afford in the liability or means of Its proprietary to ample security to its creditors that it was driven to that Its doors, because Its share holders ure numeroaq many of them very wealthy, and all of them are liable to the last penny of their fortune for the obliga tions of the bank, Nor is the suspension to be attributed t] bad debts in the books of the bank, for the insurance of the directors, —s body of highly honorable men,—lias seen published that this is not tbs cause, and no losses sustained by Ihe bank have been named that could make any impression on tbo large paid-up capital (£1,000.0(10, sterling) and the reserve of the bank.
