The last fortnight his been free bom any
extraordinary event. We have tern visited
by soma heavy and seasonable rains, wh ch
fell opportunely both for farmers and miners.
Business in this city is generally considered
"looking up." A healthy tone pervade? all

er city in the Union whose people at this
crisisre stand as firmly aa do those of San
Francisco. The last steamer from tbe East
brought a very large number of passengers,
and it is the general impression here that a
large addition to our population will
made during the next twelve months.
Ex-Treasurer Henry Batts has had an
other ineffectual trial for embecrling tbo
public funds. It is openly charged that
tbe jury was a packed one—the sheriff hav
ing been allowed to ulect a number of Bates’
friends and former associates, instead ot
drexiruj the names of the jurymen from a
box. as is provided by law. Since the re-
salt of this second trial Bates has been
granted a change of venae, on the grouml
that tbe people of Sacranrnta bav,- been
biased agaiust him ky the press. Tte case
has been transferred to Placer county.
While the trial was in progress, the editor
ot the Sacramento Bee having indnlg d in
some severe stricture npon tte manner in
which tbe jury bad been empannelied. was
evted by the presiding Judge, Heard, to ap
pair and answer tor contempt. After con'
tinning the case once or twice, Jadge Heard
finally coceluded to recede, and discharge
tbe editor without punishment.

There, it is stat'd, the Indians, with tbe

Tbe Stamp Act bnt »3 far operated very
well. The total i»oe of stomp* has amount-

fallen off, owing io tbe fact that our hank

of exchange. T be revenue from this source,

Commercial and Chance Speculation*.
The whole world is n lottery, to which ill
the men and women nr* continually draw,
ing blanks and prises. Society would cense
to have any excitement—life would have do
charms were this not th* case ; for man'
kind must have something to hope for, io
order to exist. Commerce is based upon
this necessity of man’s nature ; and all
kiDds of buiintormod reads are purely specs
ulative, because uothiugis certain. The
establishment of lotteries has grown ont of
tbe knowledge of thi* principle which operi
stra so powerfully upon society ; and thi
will always be sanctioned and sspporte
because they are truly beneficial to a lari
majority of the public, who crave excitement
in matters of gain snd desire to do so with
out being subjected to tha injuries and loss
of time incidental to gaming. They are as
strictly commercial as any other busiuers
where risks are indulged in—for chance
rules every result where investments are
made. Hence it is that Messrs Karan A
Co., of Atlanta, Ga.who draw's lottery eve
ry Saturday, are suecerful. They receive
by mail, tea five or two dollar* aod a halt
for a whole, half, or a quarter of a ticket,
aod they Mod oet more than ooe prise to
every tec applications—while tb* ticket
holder, to whom they promptly sen d, some
times 'find* himself the poaieseor of a for
tune.
