tliero can‘be no question, but that the City
Council should select the rr.oat experienced and
best qualified in tho city. The “poor are. as
much interested in who are to treat them when

they arc Enable to pay, there is no reason why
the inexperienced and incompetent should be
lorccd upon them. The subject ia of too much
importance, and of too grave a nature to be
lightly trifled with, and those to wjjotn is com-'
mined this important trust, will not have ful
fill'd the object of their mission to the poor
anil afflicted il they permit any oilier principle

physicians in the city, to attend upon the poor

challenged their voles, and objected to their be
ing received uutiLtha negroes thus challenged
should take the usual oath. Two of the man
agers were Lr rce igm/.ing the challenge; three,
being the majority, refused to recognize it and
to require the oath, and consequently received
the voles ol the ti-m tax-paying negroes; wlieic
upon Judge Stephens made affidavit against
them tor r reiving iiluga! votes. They were ai
mated and c.imiulUed to Jail,'hut afterwards’
gave bond. Other managers were appointed,
as provided hy the Code, and proceedtd with
the election.
Alter the arrest and commitment had been
made, Dr/ II. 8. Brown, a Radical, walk- d up
to Judge Stephens arid said that lie wa- ad-;
rascal tor doing such a lliiug. Judge Stephens
Immediately knocked him down; and was about
to follow tip his hi >wn when llio parties were
separated.
Li is quite likely that this controversy w ill go
before the Courts in-a shape involving tic
constitutionality of the legislative aci releasing
voters from the penalty of paying the poll taxes
ol lsli9; and we are glad that such is the pros
pent VVe think that Messrs. Toombs and
Stephens shown I rfuile clearly that II.e requite
incut ol the payment ot a poll tax, being a
judgment \Vith /it ktitutional provision, could pot be set aside by
