Government are rocking on their ohm, and,
should It succeed in November next, and inau
gurate Its President, we will meet as a subject
and conquered people, amid the ruins ol liberty
and the scattered iragmeuts ol the Constitution;
aud we do declare and resolve, that, ever since
the people ol the United Stales threw ofl til sub
jection to th* British Crown, the privilege ot
trust and suffrage have belonged to the several
States, and have been granted, regulated, and
controlled exclusively by the political power ot
each State, and &Dy attempt by Congress,bn any
pretext whatever, to deprive any Stale of thla
right, or intcrlere with its exercise, is * flagrant
usurpation ol power which can ifra no warrant
in the Constitution, and, il sanctioned by the
people, will subvert our form ol government, and
can only cud in a single, centralized, consolida
ted government, in which the seperate existence
ot the Stales will be entirely absorbed and an
unqualified despotism be established in place oi
a Federal Uuion ol equal Slates.
That we regard the reconstruction acta ol
Congress, so-called, as usurpations, unconstitu
tional, revolutionary and void.
That our soldiers and sailors, who carried the
flag ot our country to victory against a most
gallant and determined loe, must ever be grate-
fully remembered, and all the guarantees given
in their lavor must be lailhlully carried into ere
cutlon.
That the public lands should be distributed as
widely among the people as possible, and should
he disposed pt either under the pre-emption or
ibe homestead law, and sold in reasonable quan
tities, aud to none but actual occupants, and at
minimum prices as established by the Govern
ment. When grants ot public lands may be
deemed neeessai y tor the encouragement ol im
portant public improvements, the proceed* 61

selves, should be applied.

tive element and all who desire to support the
Constitution and restore the Union, forgetting
