The Radical party conlerred tbs privilege ot
loflrags upuu the negroes under the plea, that
this was necessary to protect them against vio
lence and oppression. The real object was to
secure the ascendancy oi ibo party in the
Southern States. This is proved by the history
of events daring the I tit six years.. As soon as
snfirage was conferred upon the negroes, the
whole South was flooded with smmbsries Iron
the Northern States—ol the Radical party—who
began the work ot stirring up strife between the
negroes and their old masters. The former were
made to believe that the letter intendeh to en
slave them again. Hence the antagonism be
tween the two races. This was brought about
by Union iLevgnes and other party machinery.
Bat the result ot this policy has disappointed
U>e parly. The negro carpet-bag governments
have proved mumble failures, and disgusted
the people to such an extent, that at the last
elections it was made apparent that their des
tiny wns sealed In nearly all the South. But
instead ot profiting by this experience, instead
ot recognizing intelligence and property as the
only true elements ol stable and tree-govern
ment, and selling about lo undo the wrong and
mischief which their policy h id wrought in vio
lating this luadameutal political truth, the Rad
icals still seem tooling to (he hope that, by the use
of the same means which they have heretofore
employed, and which brought about Uteir late de.
teat at the ballot box, they may regain what
they have lost, and secure permanent ascend
ency in the States. They seem to think that
these States,, although restored to the Union,
and to righllui rrpresentation in Congress, may
still be treated aa conquered provinces. Hence
the arbitrary and unconstitutional m-asurea
which have been proposed, and which are
now the subject ot discussion in Congress, to
control th« ballot by the bayonet. Force.mili-
tary power, Is relied upon to retain the power
which they have so recklessly abused during
the last six ytats. It we mistake not the signs
ol the Dims, they ate doomed to still greater
disappointment and diec.unfltur« in the future.
