A Drunken Scene.— Wcmhinyton, Jan. 8.—
H:ile called up a long hill, and there was a lull
while the measured monotone of the Clerk swung
through its formal phrases. There was hope
that the Senate would recover itself, hut when
the bill was passed and Hale endeavored to pro
ceed with another measure, Chandler (Hep.)
sprang to his seat and veiled and screamed, “Mr.
President! Mr. President!’’ It was the tierce
voice of an excited, half-drunken, quarrelsome
man, ami might have lieen heard at the Speaker’s
disk in the other end of the Capitol. “Order!”
“Order!” cried several Senators—“Ordzr!”—
“Order!” sharply said the Vice President, pro.
tew., Senator Clark, as he brought the little ivory
gavel down upon his desk, ringingly. But the
tell spirit would not down at such bidding; and
< ’handler (Hep.) retorted vociferously that he was
not out of order, but that the Chair was. “T|ie
Senator Mill take- his seat,” answered tlie Chair.
< handler (Rep.) coarsely retorted, “You’ve no
right t<< order me to iny seat, and I won’t take
ii !" mid turning to Hale, who sat next to him,
and was urging him to sit down, he added, “No,
I'll 1m- damned ifl do ! He’s snubbed me enough,
and I won’t stand it any longer!” “Take your
seat, sir!" firmly and forcibly said the Chair.—
Eye met eye just then, there was a nervous mo
tion of chairs in all parts of the chamber, and
Chandler (Hep.) sank into bis seat. “I deny the
right of the Chair to call the Senator from [Mich
igan to order!” cried "Wilkinson, (Rep.) scarcely
less drunk than Chandler. “The Clerk will read
the rule,” said the Chair. So it was read, and the
Chair said, “The Senator from Michigan was out
of order, and will not be allowed to proceed ex
cept by consent of the Senate.”
Tire Cooi.re Trade.—The London and China
Telegraph, of the 11th instant, says:
Of the thirty sliijis now’ lying at anchor in the
harbor of Macao, sixteen are chartered for Ha
vana with slaves. All these vessels will, as is the
custom, ship a certain number of coolies in ex
cess of their contract, in order to have the means
of supplying the places of those who may die on
the voyage. It is curious that no one has, as yet,
found out why so many of the coolies lose their
sight on tlie voyage. Out of a cargo of five hun
dred, forty will be completely blind before they
arrive at their destination; and os, according to
the terms of the charter party, the barracoon
owner will only pay for and receive those that
arrive in possession of their eyesight, the unfor
tunate blind are probably cast into tlie sea or
landed upon some desert island, for the Govern
ment will not permit any Chinaman to live in
Havana unless he belongs to a master.
.1 a tan must be a good place to go to. It is
saiil that you can buy a first class house there
for thirty dollars, and live comfortably in it for
two cents a day. Servants charge fifty cents a
month, and a horse and groom may be had for
the same time for one dollar and filly cents. If
you don’t like it when you pet there you can open
yourself with a cheese knife, and no questions
will he asked.
