We believe that the sentiment expressed by
this representative Alncan is tbe universal one
of bis race, who were contemporaries ol the

reconciled with the assumption and pretext oi
tbe war waged against tne South, as a war to
relieve the African race from a cruel bondage,
and to elevate and improve tbeir condition, and
secure lor them rights to which they were en
titled and tor which they aspired? It is now
confessed by a leading and m >re ihan ordina
rily (intelligent individual oi that race that
they bed so interest, part or Bympatby in
a war prosecuted at such great sacrifices ior
tbeir reliet and benefit They were disinterested
spectators ot the conflict, did not care which
won, and occupied the neutral altitude of tbe
sardonic spouse, who viewed with Spartan
equanimity the dead y combat between her
husband and the bear.
There are but two explanations of this indif
ference ol the negroes during the late war.
The one was their distrust ot the sincerity ot
those who began and waged it with the avowed
object of enlranchising the Atrican ; and the
other is their aoubt whether the object was ot
sufficient value to them to justify their incurring
any risk therefor. Either conclusion is calcu
lated greatly to perplex the reason and dampen
the philanthropy ot those who deluged this
couniry with blood and blackened it witn deso
lation in order to effect the emancipation ot a
people who did not think tbeir emancipation
worth fighting tor, and who feel do gratitude to
those who won it at eo great a cost. The wis
dom and benevolence ot conferring upon this
race rights which, in their view, only white
men are such fools as to fight and die for, is
here fully vindicated. It is very evident that
the African has found nothing thus tar in his
new condition to change this phlegmatic feeling
toward the craaed belligerents wuo (ought lor
his rights, and convince him ot his lack of man
hood and wisdom in not engaging therein.

Circumstances.
A KAILROAD INCIDENT,
We have just been placed in ibe possession
ot the lads of a case a little out of tbe general
run, which we hasten to give to our readers.
Conductor Drury, of the Pacific express train
on the Pan-Uandle railroad, which left Colum
bus at 8 o’clock on Friday evening last, when
between Steubenville and Dennison, was noti
fied that a lady passenger desired to speak with
him. Upon arriving at her side he found her
evidently in some trouble and embarrassment.
To his affirmative response to the query wheth
er he was a married man, the lady stated that
she was on her way from Cincinnati to meet her
husband in New York, and that a crisis was
impending, involving Ihu appearance of an ad
ditional passenger. This startled the conductor,
of course; but, with a heart as big as an ele
phant, be set to work to make the lady comfor
table. All the passengers were hastily shuffled
into another car, and such female assistance as
could be procured on tbe train was brought into
requisition. In a brief time the lit'le stranger
—a fine, bouncing girl is the phrase—put in an
appearance, and the conductor congratulated
himself on his happy escape lrom a deliemma.
With a heart overflowing with sympathy, he
arranged an improintu wardiobe for tbe very
young lady from his own underclothing. It was
not exactly in the style ol those “ inlant outfits”
advertised in the New York papers, yet it served
a good purpose.
But here the history ot the unusual case does
not end. The train left Steubenville on time,
and was soou thundering through and around
the hills ot West Virginia, wheu the conductor
received auother shock. This time it was “ a
fine bouncing boy.” Where would all this
end? The perspiration started upon the con
ductor’s brow. Two alreauy—one a Buckeye
and the other a Pan-Haudlur 1 The remainder i
ot Drury’s linen of cuurse went to start the
little Icilow on his journey through the world,
and arrangements were about being made with
some ot tne passengers tor a further supply,
when the plsasant announcement reached him
that “ the mother telt very well, considering.”
The engineer was then rung ” to put on
steam, aud m due course ot time the train
reached Pittsburg, aud the lady aud the two
untickeled passeugers were tenderly conveyed
to comfortable quarters at the Union Depot
Hotel, when a teiegram was lorwarded to the
husband, iu New York. The later history we
are uuable to tell, but it may be imagined that
the husband was lifted out ot his bools at the
announcement, and hurried to the Bide ot his
greatly increased lamiiy.

WASHINGTON.
Washingtos, February 6 —The Supreme
Court confirms the j ldgment of the Court of
Claims against the validity of the Georgia loan
certificates ot 1777, bolding that the fact of the
interest being paid on a portion of them for a
short time did not bind the Government, for the
reason that no purpose to ratily their regulari
ty appears, and the paper bearing the signature
ot the alleged commissioner having been reject
ed as soon as brought to the notice of tbe pro
per department. The amount invalued is sixty
thousand dollars.
HOUSE.
The fillibusters succeeded, occupying the
morning hour,and the New York Air-Line went
over to Monday.
The bill repealing all taxes od spints from
fruits was referred to the Committee on Ways
and Means.
Many bills were introduced under the regu
lar call ot States.
A motion to suspend the rules to have a com
mittee to inquire into the abuse of the cadet at
West Point on account of race and color receiv
ed only twenty-five affirmative votes.
Maynard moved to suspend the rules to take
from the Speaker's table the bill in relation to
tbe Southern Bacitic Railroad, and refer it to
the Commute on Bacitic Railroads with leave
to report at any time after the 10th instant.
The rules were suepen ied and the bill refer
red—yeas 129, nays 61
This action is regarded as equivalent to the
ultimate passage ot tbe bill.

The Sub-Committee on Military Affa’rs report
ed upon the West Point affairs, and recom
mended that the three cadets who were driven

lect reading the following proclamation from
Gambetta: be laitblul to the programme ol the
nation, and to our freedom, to arms as well as
the ballot box, and we are now occupied in a
Council of war, deliberating upon the best
means ol profiting by the armistice. Cremieux
left last night lor Paris.
London, February 6 —A dispatch from Ver
sailles says that gold is rising rapidly in Paris.
The Parisians expect a heavy money exacuon.
The city generally, is assuming the appearance
of order and somewhat ot its former splendor.
Elections are proceeding with leverish energy
and determination. Hatred and opposition to
Gambetta is indescribable.
An exchange of the wounded prisoners is

GEORGIA!

Governor of said* State,
WHEREAS, Official Information has been received
at this Department that on the night of the 18th of
January, ultimo, a party of disguised men, known as
the Ka Klox Klan, abont thirty in number, went to the
house of Hon. Alfred Richardson, a colored eitiaen
and member elect to the Legislature, residing In the
town of Watkinsville, county of Clarke, and after
having forcibly effected an entrance by cutting down
the door of the house with an axe, some eight or ten of
them proceeded np stairs, to where the inmates had
fled for safety, and upon finding tho said Richardson,
commenced firing upon him, and seriously wounded
him in three difierent places; and
Whereas, The wife ot the said Richardson, while
standing at a window calling for help, was shot at ten
or eleven times by some of the party who had remained
ontside, all the shots taking effect in and near the win
dow she was standing by; and
Whereas, This is the second attempt to assassinate
the said Richardson, which has been made within a
recent pei iod; and
Whereas, The authorities of the said connty of Clarke
have foiled to ferret out or to secure the apprehension
of the perpetrators ot tho outrage above recited, not
withstanding one of ths members of the Klan, a w hite
man named James Ponder, a resident of the county,
was badly wounded and carried away throngh tbe
county by the other members ot the K'.an, and as is
reported, has siuce died and been burled without
inqvest:
Now, therefore, in order to effect this object and te
maintain the sacredness of human life, I, Kurus B.
Bullock, Governor of said State, do hereby issue
this, my proclamation, offering a reward of FIVE
THOUSAND DOLLARS f r tbe apprehension, arrest
and conviction of any one ol the parties engaged In the
perpetration of ths outrage aforesaid; andOneThon-
Thoueand Dollars each ior any additional number more
than one of the '‘Klan” engaged in committing the
outrage above recited.

WHER3AS, On the night of the 16th of January last
James Floes, a colored man, residing on the planta
tion of Doctor Elder, in the coonty of Clarke, was
taken out of his bed by seven or eight disguised and
armed persons, w ho had forcibly entered his honse, and
after having, by them, been taken ontside and stripped
of his clothing, was whipped in a most cinel and brutal
manner, inflicting near one hnndred lashes upon him;
and
Whereas, It is reported that no other reason was
ascribed by those parties for thus treating the said
Eldeb bnt that he had pnblicly commented npon the
fact that some of the masques and clothing nsed as
rega'ia by the organization known as the Kn-KIux
Klan had boon discovered by a colored girl hid away
under a pile of corn shocks on the plantation, and had
been warned by certain white persons not to repeat bis
statements in regard to this discovery ol Ka-Klux
regalia; and
Whereas, Outrages of similar character have lately
been perpetrated npon unoffending and peaceable
colored citizens in said connty ot Clarke, without
effectively enlisting the efforts of the good and law-
abiding citizens of Bald connty to bring to Justice the
guilty parties; and
Whereas, The peace and tranqnlllty of the State de
mand that active and strenuous efforts should be made
to prevent In future a re-occurrence and repetition of
the outrages so frequently committed of late in said
connty of Cla-ke;
Now, therefore, in order to vindicate the milesty oi
the law, and to insure tail protection to the life and
property of every citls in, I, Kurus B. Bullock, Gov
ernor of said State, do hereby issue this, my proclama
tion, offering a reward of FIVE THOUSAND DOL
LARS for the apprehension, arrest and conviction or
