He has frequently exhibited a SUPREME INDTFFERKXCE to the constitution of bis country and lias pursued what has seemed to me a deliberate plan to impair the RIGHTS OF TIIE STATES and to concentrate all power in the federal govern ment. We have never before witnessed such a mixture of good and evil in any public man. Before \v.e have finished praising him for some wise recommendation lie makes another so foolish that our praise must turn to censure. They tell me that he is brave, and I answer that he is just as rash as he is brave. CIIE one thing that most strongly impresses itself upon the mind of a careful observer in Europe at tin* present time is the fact that THE CONTINENT OF EUROPE DOES NOT LIKE THE UNITED STATES. They regard us .as n bumptious-people that ought to be spanked into some sort of deco rum, and they would welcome and rejoice in any international compli cations-not involving themselves that would bring us into difficulties. We are their COMMERCIAL AND FINANCIAL RIVALS. They think, or affect to, that the.ir present financial and commercial difficulties are chargeable to us—-their depression is a reflex of ours, accentuated by the $ 100,000,000 of gold which we took during De cern bor and January. IT IS OUR GROWING IMPORTANCE AS A NAVAL AND MILI TARY POWER THAT MOST DISTURBS THEM. IT DISTURBS THE INTERNATIONAL BALANCE OF POWER AS IT HERETOFORE EX ISTED AND UPON WHICH THEIR DIPLOMACY HAS HERETOFORE BEEN BASED. Her recently achieved naval and military prestige and her English alliance have ‘brought Japan to the front in the family of na tions, an aggressive farce that must be reckoned with in world politics. ihe “yellow peril’’ that loomed large in the earlier stages of the :Russo Japanese war STILL STALKS THE CONTINENT OF EUROPE, although it is no longer politic to proclaim the same. It follows from this condition of affairs that nothing would be con templated with greater .complacency by the continental powers [ban a war between the United States-and Japan. A taxing of the strength ;and a wasting of the resources of these two powers, not involving ..themselves, would tend to restore their relative power and precedence ?in the council of nations. THIS -EXPLAINS THE REPEATED RUMORS FROM PARIS. BER LIN AND ST. PETERSBURG OF IMPENDING DIFFICULTIES BE TWEEN THE UNITED STATES AND JAPAN.
